«Հայկական ժամանակ» թերթը գրում է. «Երեկ երեկոյան՝ 21:30-ի սահմաններում, Գյումրիում ՌԴ հյուպատոսարանի մոտ էր ոստիկանապետ Վլադիմիր Գասպարյանը: Նա ակտիվ ցուցումներ էր տալիս տարածքը հսկող ոստիկաններին: Ոստիկանապետը պատասխանեց «ՀԺ»-ի, «Սիվիլնեթի» եւ «Նյուսլայնի» հարցերին.
Պարոն Գասպարյան, քիչ առաջ ոստիկանական նոր ուժեր են բերվել Գյումրի: Ինչի՞ հետ է կապված այդ ամենը, ինչու են բերվել:
Ոչ մի զորքեր էլ չեն գալիս, նորմալ ծառայություն ենք ուզում ապահովել Գյումրիում, ու ոչ մի կասկած չունեմ, որ ժողովուրդը… հասկացող ու զգոն է ժողովուրդը, այնպես որ՝ պետք չէ աժիոտաժ ստեղծել, դա մեր ծառայությունն է, մի քիչ ուժեղացված ծառայություն է լինելու:
Կա տեղեկատվություն, որ ռուսները խուճապի մեջ են եւ առհասարակ դուրս չեն գալիս բազայից:

Զգոնության եւ ուշադրության կոչ եմ անում, որ ուշադիր լինեն, զինվորականների հետ պատշաճ աշխատանք տանեն, որպեսզի զինվորականները քաղաքում չափ ու ձեւի մեջ լինեն:
Եթե դուք անձամբ եք եկել այստեղ, դա չի՞ նշանակում, որ Գյումրիում ինչ-որ վտանգ կա:
Ինչու, որ ես Երեւանում եմ, ուրեմն Երեւանում վտա՞նգ կա: Ես հրամանատար եմ, ես անձնակազմի հետ պետք է լինեմ:
Երեխայի հուղարկավորությունն է լինելու, ու վտանգ կա, որ հանրահավաքներ պիտի լինեն…
Թող առաջինը քարը նետի էն մարդը մյուսի ուղղությամբ, եթե ինձանից շատ է ցավում: Ես մանուկի մահը չեմ կարող տանել, էդքան խիզախ չեմ:
Ձեր կարծիքով՝ ո՞վ պետք է այդ գործը քննի:
Դա իմ կարծիքը լինել չի կարող, կա օրենք, ու դա ոստիկանության դիրքորոշումը չի: ՌԴ քննչական կոմիտեի ղեկավարն է եկել, ու մեր քննչական ղեկավարի հետ աշխատում են, վաղը հայտարարություն կանեն:

Դուք գիտե՞ք ժամը քանիսին է եղել, գիտե՞ք ինչ կա, երբ ես զենքը ձեռքիս գնում եմ, ես շատ ուշադիր եմ լինում, որ գոնե մի հոգու չտեսնեմ այդ ժամին, եւ ես կանցնեմ բակերով, մեքենա տեսնելուց կզգուշանամ:

Երբեք: Բորբոքված էին, թող գնային եկեղեցի մոմ վառեին, աղոթեին, խաղաղվեին: Թող հասկանային, որ իրենց առաջ կանգնած է իրենցից շատ ավելի հայ, որը պատրաստ է իր քաղաքացու համար զոհվել:
Անդրադառնալով այն հարցին, որ ակտիվիստ Վիլեն Գաբրիելյանը իր ծեծի մեջ մեղադրում է ոստիկանապետին՝ Գասպարյանը նշեց. «Եթե իմ մեջ չար լինի, ես այնքան հնարավորություններ ունեմ, ես նմա՞ն եմ պրիմիտիվ մարդու: Տխմարություն ու տգիտություն է, այլանդակություն է ուղղակի, գարշելի է»»։
