Պետական մակարդակով սուգ հայտարարվում է նախագահի, վարչապետի, ԱԺ-ի նախագահի, կաթողիկոսի մահվան դեպքում, կարծեմ` մեկ էլ Սահմանադրական դատարանի նախագահի: Անգամ նախարարի, ԱԺ-ի պատգամավորի և այդ կարգի այլ պաշտոնյաների մահվան պարագայում սուգի հայտարարում արարողակարգով նախատեսված չէ:
Սուգ հայտարարվում է նաև որևէ այլ իրադարձության դեպքում, որն ընդգրկուն է և հարվածում է պետությանը կամ իր մասշտաբներով հանգեցրել է համազգային աղետի: Դրանք կարող են լինել ահաբեկչությունները, ավիավթարները, խոշորածավալ օբյեկտների փլուզումները և այլն, որոնք հանգեցրել են մեծաթիվ մարդկանց կորստի: Այս բոլոր դեպքերում կորուստների մոտիվը պարզ է, և սուգ հայտարարել-չհայտարարելը չի կարող տարընթերցումների տեղիք տալ:
Ավետիսյանների ողբերգության առիթով սուգ պե՞տք էր հայտարարել, թե՞ ոչ. սա այս պահին ամենաքննարկվող թեմաներից մեկն է, որը, սակայն, ճիշտ հարցադրումներից հետո արդեն տեղափոխվում է ոչ ադեկվատ քննարկումների դաշտ: Առաջինը՝ քննարկվում է, թե ինչո՞ւ սուգ հայտարարվեց վարչապետ Անդրանիկ Մարգարյանի մահվան պարագայում, և ինչո՞ւ այն չի հայտարարվում այժմ: Անկախ նրանից՝ ինչպես եք գնահատում վարչապետի դերը պետական-քաղաքական կյանքում, այդ մասշտաբի կորուստը, անշուշտ, պետական սուգի հայտարարման պատճառ է: Անկախ Գյումրիում կատարված հանցագործության ստոր բնույթից և հասարակական հնչեղությունից՝ այս իրադարձությունները և վարչապետի մահը միմյանց հետ որևէ աղերս չունեն:
Անշուշտ, կարող են տեղի ունենալ իրադարձություններ, որոնք կստիպեն խախտել սգո օր հայտարարելու պետական արարողակարգը: Ոչ մի պետություն չի կարող կանխատեսել, թե որ իրադարձությունը կարող է հանգեցնել համազգային վշտի: Մոտիվները կարող են բացարձակապես տարբեր լինել, սակայն յուրաքանչյուր հասարակություն իրավունք ունի յուրովի կիսել իր անդամներին պատուհասած աղետը:
Ավետիսյանների ողբերգությունը սոսկալի դաժանության և հատկապես երեխաներին սպանդի ենթարկելու պատճառով դարձավ համազգային վրդովմունքի պատճառ և համազգային ողբերգության վերածվեց հասարակական վրդովմունքի ալիքի պատճառով: Առաջին հայացքից` տեղի էր ունեցել օրենքի ամբողջ խստությամբ պատիժ պահանջող ստոր հանցագործություն՝ առանց ենթատեքստերի, սառը, ճիվաղային վարքագծով: Նման դեպքերում պետությունը, միգուցե, պետք է մտահոգվեր բացառապես ոճրագործի հայտնաբերմամբ և արդարացի պատժով, սակայն հետագա գործընթացները պետք է հուշեին իշխանություններին, որ իրավիճակի չափազանց հուզականությունը, հատկապես` երեխաների սպանդը, այդ ոճրագործության հետևանքներից բաժին էր հանել հասարակության յուրաքանչյուր անդամի և, միգուցե, համազգային սուգը մի փոքրիկ տուրք կլիներ այդ մարդկանց լարված նյարդերին և հուզմունքին: Իշխանությունները պետք է, թեկուզ ուշացումով, շտկեին իրավիճակը, այլ ոչ թե հերթական հարցականն ավելացնեին առանց այն էլ լիքը հարցականներ պարունակող քննարկումներին...
Տպավորություն է, որ այս ողբերգությանը հաջորդած իրադարձություններից բոլոր կողմերը կորցրել են իրենց գլուխները՝ իշխանություններն ինչ-որ անհասկանալի «պրինցիպներով» են առաջնորդվում, հասարակությունը միասնական օրակարգի բացակայության և ընդդիմադիր հոսքերը վերահսկող քաղաքական ուժերի բացակայության հետևանքով իրար է խառնել ողբերգության արդարացի հետաքննության պահանջը՝ իր քաղաքական և սոցիալական պահանջների հետ, իսկ «ուտեմ, խմեմ, գիրանամ» կարգախոսով ապրող արևմտյան որոշ գրանտակերներ ստորաբար իրենց ձեռքերն են տաքացնում այս ողբերգության կրակների վրա և հերթական դրամաշնորհի համար բանկերում հաշիվներ են բացում...
Ժամանակն է, որ բոլորս սթափ գնահատենք իրավիճակը և թույլ չտանք սոցիալական բունտի սահմանագծի տրորումը...
