Գաղտնիք չէ, որ հետտոնական շրջանը մշտապես աչքի է ընկնում ֆինանսական դժվարություններով: Մենք` հայերս, Ամանորից առաջ չենք խնայում վերջին դրամը, որպեսզի տոնը ճոխ նշենք, իսկ հունվարին փորձում ենք լինել առավել քան խնայող, որպեսզի մի կերպ անցկացնենք այս չարաբաստիկ ամիսը, մինչ կգա փետրվարի աշխատավարձների ժամանակը: Փետրվարին մենք ֆինանսապես առավել քան խոցելի ենք և բացարձակապես պատրաստ չենք ընդունել ֆինանսական ապտակներ: Սակայն, ինչպես ասում են, դժբախտությունը ներս մտնելուց առաջ դուռը չի թակում:
Ահա հենց այդպես էլ, առանց մեզ հարցնելու, այս տարվա առաջին ֆինանսական ապտակը մեր գրպանին հասցրեց գազի վճարը: Մենք բոլորս կրկին հիշեցինք հին քննարկումները, թե ինչո՞ւ է գազն այսքան թանկ: Եվ իսկապես, իրականում, ինչպե՞ս է ձևավորվում գազի գինը, և ինչո՞ւ է այն այսքան ոչ մատչելի: Սկսենք ամենասկզբից:
Ռուսաստանից Հայաստան մտնող գազի գինը սահմանի վրա կազմում է 189 դոլլար 1000 մ3 համար: Սա, ըստ էության, ռուսական ներքին շուկայից հետո ամենաէժան գնով վաճառվող գազն է, որը մուտքային ցուցանիշ է, և քննարկել այն հանգամանքը, որ այս արժեքը իջնի` անիմաստ է, քանի որ ապրանքի սեփականատերը սահմանել է այդ գինը, որը ինչպես նշեցինք ամենանպաստավորն է արտերկրի սպառողների համար: Նշենք նաև, որ սա գազի զուտ ինքնարժեքն է, սակայն նախքան սպառողին հասնելը, այս արժեքին, բնականաբար, ավելանում են լրացուցիչ հավելավճարներ:
Այս 189 դոլարին, որը կազմում է գազի գնի շուրջ 61 տոկոսը, նախ ավելացնում են տեխնոլոգիական կորուստները, որոնք կազմում են ընդհանուր գնի 3 տոկոսը կամ շուրջ 11.5 դոլար: Այնուհետև ավելացվում է համակարգի շահագործման և պահպանման համար անհրաժեշտ գումարը, որը կազմում է 9 տոկոս կամ 28.5 դոլար: Այնուհետև մաշվածություն՝ շուրջ 10 դոլարին համարժեք, որից հետո շահույթ, որը կազմում է ընդհանուր գնի շուրջ 10 տոկոսը՝ մոտ 19.5 դոլար:
Ամենավերջում ավելանում է ավելացված արժեքի հարկը, որը կազմում է 52 դոլար, և արդյունքում ձևավորվում է գազի վերջնական գինը, որը 311.6 դոլար է մ3 համար:
Սա, ըստ էության, նորմալ գնագոյացման համակարգ է, իսկ քննարկումներ ծավալել այս տարրերից որևէ մեկի շատ կամ քիչ լինելու հետ կապված՝ անիմաստ է: Քանզի դրանց մի մասը զուտ մասնագիտական բնույթի են (օրինակ տեխնոլոգիական կորուստները, շահագործման ծախսեր և այլն, սրանք մասնագետների գնահատականն են, և միայն համապատասխան գազի մասնագետները կարող են ասել, թե արդյո՞ք հնարավոր է ավելի նվազ կորուստների հասնել և այլն), իսկ մյուս մասը դրանք օրենքով սահմանված վճարներ են՝ օրինակ` ԱԱՀ-ն, որը գանձվում է պետբյուջեից:
Սրանց բացի կարևոր է նաև այն հանգամանքը, որ Հայաստան ներմուծվող գազի հիմնական սպառողները (ավելի քան 60 տոկոս) հանդիսանում են արտադրողները, որոնք ի տարբերություն անհատ սպառողների` դժգոհ չեն ներկայիս գազի գնից:
Այս դիտարկումներից հետո կարող ենք գալ մի պարզ եզրահանգման: Գազի գինը լրացուցիչ թանկացնող տարրեր իր մեջ չի պարունակում. ներկայիս գինը ամենաօպտիմալներից մեկն է, ինչը ձեռնտու է արտադրողներին, բայց ոչ անհատ սպառողներին: Այստեղ հարց է առաջանում, թե ո՞րն է վերջին 2-ի տարբերությունը. իհարկե, այն, որ ձեռնարկատերը եկամուտ ստանում է շահույթից, իսկ անհատ սպառողի եկամտի աղբյուրը աշխատավարձն է: Այստեղ էլ ի հայտ է գալիս ամբողջ հարցի պատասխանը. իրականում ոչ թե գազի գինն է բարձր, այլ նորմայից անասելի ցածր են աշխատավարձերը: Եվ առկա սոցիալական խնդիրը լուծելու համար պետք է ոչ թե պահանջել գազի գնի իջեցում, որն, ըստ էության, անհնար է, այլ ակնկալել աշխատավարձերի բարձրացում:
