Միջազգային ստանդարտների համապատասխան` սպասարկման ցանցը պետք է զարգացած լինի այնպիսի համաչափությամբ, որ անհատը, դուրս գալով բնակարանից, առավելագույնը 3 րոպեում հասնի դեղատուն, 5 րոպեում` հացի խանութ, 7 րոպեում` մթերային խանութ, իսկ 10 րոպեում` կանգառ:
Ցավոք, սրանք միայն ստանդարտներ են, որոնք առայժմ բավականին անհասանելի են մեր իրականության մեջ: Մեր երկրում առևտրի սպասարկման ցանցը զարգացած է խիստ անհամաչափ: Սրա վառ արտացոլումը նախ առաջանում է Երևան քաղաքի և մարզերի միջև համեմատականություն անցկացնելու ժամանակ: 2014 թվականի դրությամբ՝ Երևան քաղաքում փաստացի համապատասխան գործունեություն են ծավալել թվով 9539 առևտրի սպասարկման կետեր, որոնցից 8368-ը՝ խանութներ, մնացածը՝ կրպակներ և շուկաներ: Այս թիվը մի քանի անգամ ավելին է, քան Հայաստանի բոլոր մարզերը միասին վերցրած, մինչդեռ Երևանում ապրում է ՀՀ բնակչության 1/3-ից ոչ ավելին:
Սա, իհարկե, մտահոգության լուրջ տեղիք է տալիս: Խնդիրն էլ ավելի է խորանում Երևան քաղաքում առևտրի կետերի տեղաբաշխումը վերլուծելիս: Բանն այն է, որ անգամ մայրաքաղաքում առկա է կենտրոնացում, և սպասարկման կետերի մեծամասնությունը կենտրոնացված է քաղաքի կենտրոնական հատվածներում, իսկ ծայրամասերում կամ իսպառ բացակայում են, կամ էլ հանդիպում են հազվադեպ: Մինչդեռ խանութների և դեղատների պակաս չկա կենտրոնական փողոցների վրա և բանուկ խաչմերուկներում:
Խնդրի լրջությունը գիտակցելով՝ դեռևս 2012թ. ՀՀ էկոնոմիկայի նախարարությունում մշակվեց օրինագիծ՝ փոփոխություններ ու լրացումներ կատարելու «Առևտրի և ծառայությունների մասին» ՀՀ օրենքում, որի նպատակն էր ցրել Երևանի որոշակի տարածքներում առևտրային խոշոր օբյեկտների կուտակումները՝ սահմանափակելով օբյեկտի կառուցման տեղի ընտրության հնարավորությունը: Սակայն օրինագծի արդյունքները դեռևս ակներև չեն:
Խնդրահարույց է նաև սպասարկման կետերի զարգացվածության մակարդակը: Կենտրոնական շրջաններում թե խանութների, թե սուպերմարկետների աշխատանքը միանգամայան տարբերվում է: Կուտակված են տարատեսակ մասնագիտացված ու նեղ մասնագիտացված խանութների, սուպերմարկետների ու հանրախանութների ցանցեր, միևնույն փողոցով քայլելիս նույն խանութային ցանցի օբյեկտից կարող ես տեսնել նույնիսկ 2-3 հատ: Այստեղ սպառողն ունի ընտրության լայն հնարավորություներ ինչպես բազմատեսակ ու բազմապիսի ապրանքների, այնպես ել ծառայությունների մատուցման առումով, մինչդեռ ծայրամասային շրջանների խանութները հիմնականում պարենային են, աղքատիկ տեսականիով և, իհարկե, տարածքում միակը լինելու մենաշնորհի բացառիկ ու փոփոխական գներով:
Նշենք նաև, որ այս ոլորտը շատ քիչ է ուսումնասիրված, ինչի պատճառով էլ հիմնային շատ խնդիրներ դեռևս մնում են չբացահայտված, սրա հետ մեկտեղ թերի է նաև տվյալ ոլորտը կարգավորող օրենսդրական դաշտը: Իհարկե, տարածքային անհամաչափ զարգացումը բավականին գլոբալ խնդիր է, սակայն այն, որ որոշակի քայլեր անհրաժեշտ է կատարել անհամաչափությունը հնարավորինս զսպելու համար, կասկած չի հարուցում:
