«Պարոն Մայիլյան, հայ-ադրբեջանական սահմանին կրկին լարված իրավիճակ է: Ամանորից ի վեր մենք ամեն օր լսում ենք հակառակորդի կազմակերպած նոր դիվերսիաների մասին, հայկական կողմն էլ պարբերաբար զոհեր եւ վիրավորներ է ունենում: Ինչո՞վ կարող ենք բացատրել հակառակորդի այսօրինակ ագրեսիվ պահվածքը եւ, ըստ Ձեզ, դիվանագիտական ու մարտավարական ի՞նչ քայլեր պետք է ձեռնարկի Հայաստանը:
Տեւական ժամանակ պաշտոնական Բաքուն նախանձելի հետեւողականությամբ արհեստականորեն սրում է իրավիճակն առաջնագծում՝ փորձելով հասնել ԼՂՀ-ի եւ ՀՀ-ի կողմից միակողմանի զիջումների: Ցավոք, Բաքվում դեռ չեն հասկացել, որ ռազմական շանտաժի եւ ուժային սպառնալիքների լեզուն ընդունելի չէ հայկական կողմերի համար: Ադրբեջանական իշխանությունների այսօրինակ պահվածքն անհեռանկարային է: Արդյունքում այն տասնյակ հայ եւ ադրբեջանցի երիտասարդ զինծառայողների կյանքեր է խլում ու փակուղի մտցնում բանակցային գործընթացը:
Մի քանի տարի առաջ ադրբեջանական կողմից սկսվել էր, այսպես կոչված, «դիպուկահարների պատերազմ», բայց այն սպասված արդյունք չապահովեց դրա նախաձեռնողների համար:
2014 թվականին դիպուկահարների հետ մեկտեղ ակտիվացան ադրբեջանական դիվերսիոն-հետախուզական խմբերը: Սակայն ադրբեջանական կողմի բոլոր գործողությունները համարժեք պատասխան են ստանում ԼՂՀ Պաշտպանության բանակի կողմից, որը տարածաշրջանում զսպող ուժի կարեւոր դերակատարություն է ստանձնել, ըստ էության՝ կատարելով միջազգային խաղաղապահ ուժերի գործառույթներ:
Չեմ կարծում, թե ռազմական եւ դիվանագիտական մարտավարության հարցերը հարկ է հրապարակավ քննարկել: Հայ փորձագետներն ի զորու են զավթիչին սանձելուն միտված օգտակար գաղափարներն ու առաջարկները արտգործնախարարությանն ու պաշտպանության նախարարությանը հասու դարձնելու համապատասխան խողովակներ գտնել:Կարող եմ միայն ասել, որ ձեռնարկված քայլերի արդյունքում Ադրբեջանը պետք է հայտնվի այնպիսի իրավիճակում, երբ նրա կողմից հրադադարի ռեժիմի ամեն մի խախտում շուռ կգա իր իսկ շահերի դեմ։ Ապակառուցողական գործողությունների հետեւանքով կրած վնասը պետք է քանիցս մեծ լինի դիվերսիայից ակնկալվող կասկածելի օգուտից։
ՀԱՊԿ-ըՀայաստանի անվտանգության երաշխավորն է: Մինչ այս պահը ՀԱՊԿ-ի կողմից որեւէ կերպ չմիջամտելը «բացատրվել է» նրանով, որ այդ կառույցը չունի պարտավորություններ Ղարաբաղի մասով, իսկ հիմա, երբ հայկական գյուղեր են ռմբակոծվում, եւ խաղաղ բնակիչներ զոհվում, արդյոք չպե՞տք է որեւէ միջամտություն ցուցաբերի նաեւ մեր անվտանգության երաշխավորը:
Ըստ իս, մենք պետք է ապավինենք սեփական ուժերին, անվտանգության ապահովման մեր հայկական կառույցներին: Դաշնակիցների զորքերն օգնության չհասնելու կամ էլ հապաղելու սովորություն ունեն: Համոզված եմ, որ Հայաստանի զինված ուժերն ունակ են լուծելու ընթացիկ խնդիրները՝ առանց միջազգային կառույցների միջամտության: ՀԱՊԿ-ը պետք է ներգրավվի Հայաստանի արտաքին սահմանների պաշտպանությանը՝ լայնածավալ պատերազմի վերսկսման պարագայում»։
