Հրաշալի քառյակում նոր խմորումներ են, արդեն իսկ հետին պլան են մղվել 12 կետանոց պահանջագրին հետամուտ լինելու քայլերը, եւ քառյակի որոշ ուժեր օրախնդիր են համարում իշխանությունների նախագծած սահմանադրական բարեփոխումների տապալման հարցը: Գրում է «Հրապարակ»-ը:
Այս մոտեցումը պաշտպանում են ԲՀԿ-ն, «Ժառանգությունը» եւ ՀԱԿ-ը: Նրանք հայտարարում են, որ սահմանադրական փոփոխությունների անհրաժեշտություն չկա, քանի որ դա արվում է իշխանության վերարտադրությունն ապահովելու համար:
Սահմանադրական բարեփոխումների հայեցակարգի վերջնական տարբերակը դեռ չի հրապարակվել, ամենայն հավանականությամբ՝ կլինի հոկտեմբերին, այնուամենայնիվ, նախնական հայեցակարգում առաջարկվող կառավարման մոդելների թվում խորհրդարանական համակարգն է, որի դեմ է եռյակը: Առաջարկվում է նաեւ կիսանախագահական տարբերակը: Հատկանշական է, որ ԲՀԿ-ն եւ «Ժառանգությունը» դեռ անցած տարի՝ 2013 թ., ԱԺ արտահերթ նիստի օրակարգ էին առաջարկում մտցնել մի նախագիծ՝ պահանջելով 2 տարվա ընթացքում փոխել երկրում կառավարման համակարգը եւ հանրաքվեի դնել խորհրդարանական կառավարման համակարգի անցնելու հարցը:
Արդ, ինչու 12 կետանոց ահասարսուռագրի կատարման փոխարեն քառյակը որոշեց փոխել մարտավարությունը և հանդես գալ նոր առևտրային հարթության վրա: Միանգամայն ակնհայտ է, որ սեպտեմբերի 30-ի սպառնալից հանրահավաքի շուրջ այդպես էլ կոնսենսուս չկա և քառյակը կեղծ օրակարգ է ձևավորում՝ պահանջագրի կետերի չկատարման դեպքում խոստացված ակցիան «տակեվանք» անելու համար:
Իսկ որ ձևավորվող նոր օրակարգից կեղծիքի հոտ է գալիս՝ ակնհայտ է, դեռ ամիսներ առաջ քաղաքական այս անորոշ զանգվածի կարկառուն հատվածը իրեն ճղում էր երկրի սահմանադրությունը փոխելու համար: Ընդ որում, բոլորը կողմ էին հենց երկրի խորհրդարանական կառավարմանը: Հարյուր տոկոս համամասնական ընտրակարգին անցնելը քառյակի որոշ ուժերի մանկության բյուրեղյա երազանքն էր: Իսկ ինչ կատարվեց հիմա, որ չորսի հիբրիդը որոշեց փոխել խաղի կանոնները:
Ակնհայտ է, որ 12 կետերի չկատարումը պետք է բողոքի սլաքն ուղղի դեպի կյառավարություն և նրա ղեկավար, ուստի Ծառուկյանը չի կարող թույլ տալ ոտնձգություն իր խնամու նկատմամբ: Քառյակի քաղաքական առևտուրը այնպիսի կատարելության է հասել, որ սկզբունքների մասին խոսելը ավելորդ ճոխություն է դարձել. քաղաքական մանյովրի վարպետները մտածել են նոր միջոց՝ որոշակի ժամանակահատված միասնության միֆը պահելու համար: Այս իրավիճակը բոլոր չորս ուժերին ձեռնատու է՝ հասարակության մոտ թողնում են ինչ որ պրոցես կազմակերպողի տպավորություն, իշխանություններին վախեցնում են իրենց միավորվելու հեռանկարով, ինչից ոմանք կարողանում են նրբորեն օգտվել և շահած դուրս գալ, ինչպես նաև լայնորեն օգտագործում են միմյանց մտավոր, ֆինանսական և քարոզչական ռեսուրսները: Այսինքն՝ և կույս են մնում, և հաճույք են ստանում:
