Ինֆլյացիա (գնաճ)՝ իսկական ժամանակն է վերադարձնել պարտքերը: Միլտոն Ֆրիդման
Բոլորս ենք նկատել մի պարզ ճշմարտություն, որ թեև ժամանակ առ ժամանակ Հայաստանում աշխատավարձերը բարձրանում են, սակայն կենսամակարդակի էական փոփոխություն չի լինում: Այս ամենը ունի միայն մեկ մեղավոր՝ շարունակական գնաճը (ինֆլյացիա): Այսինքն, աշխատավարձի բարձրացմանը զուգահեռ թանկանում են ապրանքների և ծառայությունների գները: Այս հավերժ բացասական թվացող երևույթը ունի նաև իր բացերը, որոնք լավ իմանալու դեպքում հնարավոր է որոշակի օգուտ քաղել այս խնդրահարույց վիճակից:
Այս մեխանիզմը հասկանալու համար նախ պետք է հասկանալ, թե ինչ է ապրանքի գինը: Սրա շուրջ բազմաթիվ տնտեսագետներ տվել են տարբեր բնորոշումներ, որոնցից, սակայն, առավել ընդհանրականը հետևյալն է. ապրանքի գինը դրա օգտակարության դիմաց վճարն է: Այսինքն, յուրաքանչյուր ապրանք կամ ծառայություն իրենից ներկայացնում է որոշակի օգտակարություն, որի դիմաց սպառողը պատրաստ է վճարել: Նկատենք նաև այն, որ ապրանքի օգտակարությունը չի փոխվում գնից կախված (օրինակ՝ խնձորը միշտ մնում է խնձոր՝ անկախ այն 100 դրամ կարժենա, թե 1000): Սակայն գնաճի (ինֆլյացիայի) դեպքում ապրանքի գինը բարձրանում է, իսկ օգտակարությունը մնում է նույնը: Այսինքն, նույն ապրանքների և ծառայությունների համար մենք վճարում ենք ավելի թանկ:
Իսկ ինչ ելք ունի այս լաբիրինթոսը, և որտեղ կարելի է օգուտ քաղել: Բանն այն է, որ շարունակական գնաճի պայմաններում, ըստ էթույան, արժեզրկվում է հենց փողը: Ուստի, պարզ ճշմարտությանը հետևելով, եթե տարիներ շարունակ որոշակի գումար պահենք մեզ մոտ, այն շատ արագ կարժեզրկվի, իսկ այդ կորստից խուսափելու համար պետք է փողը նյութականացնել որևէ դիմացկուն ապրանքի կամ թանկարժեք մետաղի տեսքով:
Եվս մի կարևոր դիտարկում. պատկերացրեք որևէ մեկը Ձեզ պարտք է 1 000 դոլար, որով այսօր կարող եք գնել, ենթադրենք, 10 հատ հեռուստացույց: Սակայն 5 տարի անց, երբ Ձեզ կվերադարձնեն այդ 1 000 դոլար պարտքը, այդ ժամանակ հեռուստացույցի գները ինֆլյացիայի պատճառով թանկացած կլինեն, և 10-ի փոխարեն այդ նույն 1 000 դոլարով կկարողանաք գնել ընդամենը 8-ը: Այսինքն, մի հետևություն՝ ինֆլյացիայի պարագայում կորցնում են պարտատերերը:
Վերադառնալով մերօրյա իրականությանը՝ փորձենք գտնել այս համակարգի մերօրյա բացը: Նախորդ իրավիճակից ակնհայտ է դառնում, որ շահեկան իրավիճակում հայտնվելու համար պետք է «պարտք վերցնել»: Իսկ որտեղի՞ց: Այստեղ մեզ օգնության կգան վարկավորմամբ զբաղվող բանկերը:
Այսօր բազմաթիվ բանկեր իրենց ծառայություններից օգտվելու դիմաց առաջարկում են անտոկոս կամ նվազագույն տոկոսներով վարկեր: Թեև շատ քաղաքացիներ խուսափում են դրանցից օգտվել, այնուամենայնիվ, այն շատ օգտակար է: Որովհետև այսօր վերցնելով որոշակի գումար՝ տարիներ հետո ինֆլյացիայի ազդեցության տակ այդ գումարը կորցնելու է իր գնողունակությունը, արդյունքում վարկառուն հայտնվում է շատ նպաստավոր պայմաններում: Այս մեխանիզմը կարող է աշխատել նաև տոկոսով վարկերի դեպքում, միայն թե անհրաժեշտ է համադրել ԿԲ կողմից հրապարակվող սպասվող ինֆլյացիան և վարկի տոկոսադրույքը:
