Ռուսաստանի Դաշնությունը, որտեղ աշխատավարձերը անհամեմատ բարձր են՝ միջինը՝ 450 000 դրամ, դեռ մինչև վերջերս շարունակում էր պահպանել ճանապարհային երթևեկության կանոնների խախտման համար նախատեսված նվազագույն տուգանքի չափը՝ 300 ռուբլի կամ 3600 դրամ՝ հայկական արժույթով: Հայաստանում, երբ միջին աշխատավարձը չի գերազանցում 80000 դրամը, տուգանքի նվազագույն չափը սահմանված է 5000 դրամ, ընդ որում արագաչափերի տեղադրումից հետո յուրաքանչյուր ընտանիք ամսեկան նվազագույնը 2 ծրար է ստանում, որտեղ արագության խախտման համար տուգանքի անդորրագրեր են՝ նվազագույնը 10 000 դրամ: Հետաքրքիր է, թե մեր երկրի միջին աշխատավարձերի համեմատությամբ աղետալի չափերի հասնող այս տուգանքների չափը որ մի մտքի տիտանն է որոշել:

Իհարկե, կարող են հնչել կարծիքներ՝ խախտում մի արեք, չեք տուգանվի: Մի կողմ դնենք այն հանգամանքը, որ պետավտոտեսչությունում միայն հրեշտակներ են աշխատում և պարզապես հիշենք՝ ճանապարհային երթևեկության կանոնների խախտումը հանցագործություն չէ, անգամ զանցանք չէ, ուղղակի անհնար է Երևանի նման խիտ երթևեկություն ունեցող քաղաքում խախտումներ չանել: Հաճախ մարդիկ տուգանքի ծանուցումներ են ստանում անգամ այն դեպքում, երբ մի քանի վայրկյանով կանգնել են՝ ուղևոր նստեցնելու կամ իջեցնելու համար: Սա ինչ մոտեցում է՝ ամեն գնով շորթել մարդկանց: Չեմ խոսում հանրապետության ճանապարհների ամբողջ երկայնքով ամեն օր մեր վարորդներին ՛՛ակտավորող՛՛ տեսուչների մասին:
