Հունվարի 27-ին ԵԱՀԿ Մինսկի խմբի համանախագահները հանդես եկան հայտարարությամբ, որտեղ իրենց մտահոգություն էին հայտնում վերջին ամիսների սահմանային բախումների սրացման հետ կապված: Գաղտնիք չէ, որ դիտորդական առաքելություն իրականացնող ԵԱՀԿ խումբը միշտ էլ աչքի է ընկել «չեզոք բովանդակություն» պարունակող հայատարարություններով: Համանախագահները հայտարարության մեջ նշել են, որ բռնության աճը, որը գրանցվել է անցյալ տարվա օգոստոսից, պետք է դադարեցվի՝ վստահությունը վերականգնելու և Լեռնային Ղարաբաղի խաղաղ կարգավորման գործընթացում առաջընթաց գրանցելու համար։ Միջնորդները Ադրբեջանին կոչ են արել հավատարիմ մնալ հակամարտության խաղաղ կարգավորման լուծման իր ստանձնած պարտավորություններին: Orer.am-ը ԵԱՀԿ Մինսկի խմբի վերջին հայտարարության և այդ խմբի գործունեության մասին զրուցեց քաղաքագետ Ստեփան Գրիգորյանի հետ, ով նշեց, որ դիտորդական առաքելություն իրականացնող խմբի արձագանքն ավելի օբյեկտիվ էր, քան նախկինում, սակայն քաղաքագետը չի կարծում, թե դա կարող է որևէ բան փոխել կամ զսպել Ադրբեջանին: Մինսկի խմբի «զարթնելը» պարոն Գրիգորյանը կապում է սահմանային բախումների սրացման, դիվերսիոն փորձերի աճի և զոհերի մեծ թվի հետ, որոնք տեղի ունեցան այս ամիսների ընթացքում: Գրիգորյանը ևս մեկ անգամ նշեց, որ չի կարծում, թե այս հայտարարությունը որևէ բան կփոխի Ադրբեջանի քաղաքականության մեջ: ՀՀԿ-ական պատգամավոր, ԱԺ արտաքին հարաբերությունների մշտական հանձնաժողովի նախագահ Արտակ Զաքարյանն էլ մեզ հետ զրույցում ասաց, որ վաղուց էր պետք նման հայտարարություն: Զաքարյանի կարծիքով՝ Մինսկի խմբի համանախագահները հետևել են իրադարձությունների լարմանը և ճիշտ մոտեցում ցուցաբերել՝ թեկուզ և ուշացած: Մեր զրուցակիցը նշում է, որ ցանկացած հրադադարի խախտման դեպք պետք է ունենա իր արձագանքը Մինսկի խմբի համանախագահների կողմից, քանի որ ցանկացած ոտնձգություն սպառնալիք է ոչ միայն ՀՀ անվտանգության, այլ նաև ողջ տարածաշրջանի անվտանգության համար: Պարոն Զաքարյանը հիշեցրեց, որ ԵԱՀԿ Մինսկի խումբը ղարաբաղյան խաղաղ կարգավորման հարցի միակ հանձնառու մարմինն է, իսկ խաղաղության մասին խոսք լինել չի կարող, քանի դեռ Ադրբեջանը պարբերաբար խախտում է հրադադարի ռեժիմը և չունի կառուցողական մոտեցում բանակցային գործընթացում: «Միջնորդները,ելնելով բանակցությունների շահերի հաջողություններից, պարտավոր են Ադրբեջանի նկատմամբ կոշտ և հասցեական գնահատականներ տալ: Սա չի համարվի կողմնակալություն: Եթե գնահատականները միշտ կոշտ լինեն, ապա Ադրբեջանը գուցե և զգա պատասխանատվություն»,-նշեց Արտակ Զաքարյանը:
