Մեկնարկել է Հայաստանի ԱԺ գարնանային նստաշրջանը, որի սկիզբն ազդարարել է ԱԺ նախագահ Գալուստ Սահակյանը:Նշենք, որ նստաշրջանի սկզբում խորհրդարանը պետք է արտահերթ ռեժիմով քննարկի «Շրջանառության հարկի մասին» օրենքի փոփոխությունները, որոնք վերաբերում են փոքր ու միջին բիզնեսին: Հարցի քննարկումով օրենսդիր մարմինը փորձելու է պատասխանել փոքր ու միջին առեւտրով զբաղվող քաղաքացիների դժգոհություններին ու զանգվածային բողոքի ակցիաներին:Նկատենք, որ ԱԺ ոչ իշխանական ուժերը պահանջում են նաեւ քննարկման դնել հանրապետությունում պետական կառավարման ճգնաժամի մասին բանաձեւի նախագիծը: Հիշեցնենք, որ սույն հարցն օրակարգ մտցնելու առաջին փորձը կատարվել է նախորդ նստաշրջանում, բայց աջակցություն չի գտել իշխող մեծամասնության կողմից:ԱԺ-ում տեղի ունեցող իրադարձությունների, ՀՀԿ խմբակցության ներկայացուցիչների գործելաոճի եւ գարնանային նստաշրջանի հետ կապված սպասումների վերաբերյալ Orer.am-ը զրուցեց ԱԺ ՀԱԿ խմբակցության պատգամավոր Լյուդմիլա Սարգսյանի հետ.-Կարող եմ երկու բառով նկարագրել ներկա նստաշրջանի հնարավորությունները: Ես ինձ համար նոր բացահայտում արեցի. կարող եմ ասել, որ ՀՀԿ-ն, առանձին վերցրած, չարիք է ու այն, որ Ազգային ժողովում Գալուստ Սահակյանն է «բեսպրեդելը», դա հաստատ է: Այդ մարդը ոչ կանոնակարգ օրենքն է հաշվի առնում, ոչ էլ հղում է անում օրենքին: Երբ նրան բացահայտ հուշում են, որ կանոնակարգ օրենքի այսինչ կետով Դուք պարտավոր եք այսինչ բանն անել, մարդն ընկնում է սար ու ձոր և հայտնում, որ ոնց կորոշի, այդպես էլ կլինի: Այս պարագայում ի՞նչ կարող եմ ասել: Սա արդեն ինձ համար, կարծես թե, սատիրայի թատրոն լինի, համենայն դեպս, այսօրվա տեղի ունեցածից միայն նման կարծիք կարող եմ հայտնել:Մենք տեսանք, որ քառյակը ներկայացրեց արտահերթ նիստի գումարման պահանջ, որպեսզի քննարկենք «Շրջանառության հարկի մասին» օրենքը, բնականաբար, կառավարությունն արդեն մասամբ կանխել էր այդ քննարկման հնարավորությունները՝ հետաձգելով այդ գործընթացը վեց ամիս ժամկետով: Այստեղ է, որ հարց է առաջանում. իսկ ինչու՞ ընտրվեց հենց հուլիսի մեկը: Իհարկե, ակնհայտ է, որ մինչեւ հուլիսի 1-ն Ազգային ժողովը դադարեցնում է իր գործունեությունը, եւ դրանից հետո ժողովուրդը չի ունենա ԱԺ պատգամավորների աջակցությունը, եւ օրենքը կմտնի ուժի մեջ: Երկրորդ հարցն էլ, որը մեր բոլորիս պահանջն էր, կառավարման ճգնաժամի վերաբերյալ ներկայացված արտահերթ հարց ճանաչելու խնդիրն էր, որն աշնանային նստաշրջանից տեղափոխվում է մինչեւ այսօր: Այս պարագայում չեմ կարող չասել ու չեմ կարող կրկին ուշադրություն չդարձնել այն հանգամանքին, որ Գալուստ Սահակյանն օրենսդիր մարմնի ղեկավար է, պետք է նշեմ, որ նա իներցիայով դեռ քաղաքական մասն է ապահովում ԱԺ-ում՝ մոռանալով, որ պետք է շարժվել կանոնակարգ օրենքներով:Սոսե Չանդոյան
