Շրջհարկի մասին օրենքի կիրառումը կրկին հետաձգվեց ու այդ հետաձգումը մեկ պատճառաբանություն կամ արդարացում կարող է ունենալ: Այն, որ այս ընթացքում պետք է քննարկումներ ծավալվեն ու կառավարության ներկայացուցիչները պետք է ՓՄՁ-ների հետ քննարկեն օրենքի հնարավոր փոփոխություններն ու կիրառման տարբերակները: Այլապես հուլիսին նվազագույնն ունենալունք այն ինչ ունենք այսօր: Նախորդ ամիսներին կարծես թե ոչինչ տեղի չունեցավ, թեև առևտրականները պնդում են, որ նամակներ էին ուղարկել կառավարություն, քննարկել էին իրենց ժողովներում: Միևնույն է, արդյունքում պարզ դարձավ, որ առևտրականների ու կառավարության միջև ընդհանուր հայտարար գոյություն չունի: Այս անգամ պետք է սպասել հանդիպումների ու ակտիվ քննարկումների:
