Վերջերս ՀՀ կառավարությունը հավանություն տվեց «Շահութահարկի մասին» օրենքում լրացումներ և փոփոխություն կատարելու մասին» օրենքի նախագծին, որի ընդունումը խոստանում է բավականին լուրջ ու արդյունավետ հեռանկարներ: Նախագծի էությունն այն է, որ բացառապես արտահանմամբ զբաղվող և տարեկան 50 մլրդ դրամի ապրանք արտահանող տնտեսվարողների շահութահարկը առաջարկվում է նվազեցնել 10 անգամ՝ ներկայիս 20%-ի փոխարեն սահմանելով 2%:
Առաջին հայացքից թվում է, թե սա պարզապես վնաս է հասցնելու պետբյուջեին, սակայն նպատակներն ավելի հեռահար են:
Ըստ նախագծի՝ արտոնությունը ստանալու համար տնտեսվարող սուբյեկտը նախ պետք է իր արտահանման ծրագրով հավանության արժանանա կառավարության կողմից: Անհրաժեշտ պայմաններից են՝ ընկերության նորաստեղծ լինելը և նոր ներդրումների իրականացումը: Վարչապետի խոսքերով՝ բացառվում է այն դեպքը, որ արտոնությունից կարողանան օգտվել միավորված մի քանի ընկերություններ: Արտոնությունը չի գործելու նաև հանքարդյունաբերության ոլորտի համար:
Նախագիծը ենթադրում է ներգրավել մեծամասշտաբ արտասահմանյան ներդրումներ, քանի որ 2% շահութահարկը շատ գրավիչ պայման է ներդրումային միջավայր ստեղծելու համար: Ուշագրավ են նաև ԵՏՄ անդամակցության արդյունքում՝ արտահանման հեռանկարները:
Սույն նախագծի գրավչությունը պատկերացնելու համար՝ բավական է միայն համեմատել 50 մլրդ դրամի արտահանում ունեցող կազմակերպության վճարելիք հարկերը Հայաստանում և այլ երկրներում: Եթե Հայաստանում այս օրենսդրական փոփոխությունից հետո այն կկազմի 1 մլրդ դրամ, ապա այլ երկրներում՝ մոտ 10 միլիարդ դրամ: Այս պարագայում մնում է ավելացնել միայն այն դիտարկումը, որ այս տարբերությունը շատ ավելին է, քան տվյալ արտադրության տրանսակցիոն ծախսերը (այսինքն՝ անգամ, եթե արտադրության համար անհրաժեշտ հումք պետք լինի ներմուծել, կազմակերպել արտադրություն և արտահանել, ապա ձեռնարկատերը կրկին նպաստավոր պայմաններ կունենա):
Նշենք ևս մի փաստ. արտահանման սահմանված նվազագույն ծավալը՝ 50 մլրդ դրամը, ավելի քան 100 միլիոն դոլար է, որը այնքան էլ փոքր թիվ չէ: Նման ցուցանիշ ապահովելու համար՝ պետք է լինի խոշեր արտադրական ձեռնարկություն: Այսինքն՝ սա կբերի նաև երկրում արտադրության ծավալների ավելացմանը և տնտեսության իրական հատվածի զարգացմանը, ինչը լուրջ խթան կլինի ինչպես տնտեսական վիճակը բարելավելու, այնպես էլ զուտ արտահանման ծավալները ավելացնելու համար:
Սույն օրինագծի ամենամեծ դրական կողմը կլինի նոր աշխատատեղերի ստեղծումը, որը կիրականացվի օտարերկրյա ուղղակի ներդրումների ներգրավման հաշվին: Այսինքն՝ ֆինանսկան միջոցների կրկնակի հոսք կլինի ինչպես արտերկրից Հայաստան, այնպես էլ դեպի անհատ սպառողները: Այս վերջին հոսքը կբարելավի բնակչության սոցիալական վիճակը և կնպաստի ամբողջական պահանջարկի ծավալների ավելացմանը, ինչը տնտեսության զարգացման նոր խթան կլինի, որի արդյունքում էլ մենք տնտեսական աճի մակարդակի շարունակական բարձրացման ականատեսը կլինենք:
Նշված ծրագիրը անկասկած դեռ կունենա շատ դրական էֆեկտներ, իսկ այն հանգամանքը, որ կառավարությունն այս ծրագիրը քննարկում և առաջ է մղում արտահերթ ռեժիմով, հուշում է, որ արդեն իսկ առկա է օտարերկրյա ներդրողների կողմից մեծ հետաքրքրություն:
