Արևելյան Գործընկերության նախաձեռնության հետ մեկտեղ՝ ԵՄ-ն նոր հայտ ներկայացրեց Հարավ Կովկասյան տարածաշրջանում՝ որպես փոփոխությունների և զարգացման առաջատար (առնվազն Վրաստանում, ինչ-որ չափով նաև Հայաստանում, և շատ ավելի փոքր ազդեցությամբ Ադրբեջանում): Սակայն ԵՄ-ով ոգեշնչված փոփոխություններն ունեն իրենց սահմանները, քանի որ ԵՄ-ն այնքանով է ազդեցիկ, որքանով Հարավային Կովկասի երկրներն են դա թույլ տալիս: Այս մասին վերլուծական հոդվածով անդրադարձել է MK.ru լրատվական կայքը:
ԵՄ Ասոցացման (ԱԱ) և Խորը ու համապարփակ ազատ առևտրի համաձայնագիրը (ԽՄԱԱՀ) դարձնելով ամբողջական ընդունման պարտադիր փաստաթուղթ` ԵՄ-ն ինքն իրեն ծանր իրավիճակում դրեց: Առայժմ, թերևս, ոչ մի այլընտրանքային նախագիծ չի մշակվել այն երկրների համար, որոնք ձգտում են խորը հարաբերություններ հաստատել ԵՄ-ի հետ առանց նախատեսված փաթեթային պարտավորությունների:
Հարավային Կովկասը «կոտրված», տարածաշրջանային համագործակցության ներքին և արտաքին շրջափակումներով բնութագրվող տարածաշրջան է, որը պահանջում է ԵՄ-ից առանձնահատուկ երկկողմանի մոտեցումներ սահմանել տարածաշրջանում: Հարաբերությունները պետք է կառուցվեն գործընկերի առանձնահատուկություններին և հետաքրքրություններին համահունչ` հաշվի առնելով, ինչպես ԵՄ-ի, այնպես էլ գործընկերներ երկրների կարիքները:
Թեև ԵՄ-ի շահերից է բխում, որ Հարավային Կովկասը դառնա կայուն և ժողովրդավարական տարածաշրջան, այնուամենայնիվ, առանց ներկայումս բացակայող երկու բաղադրիչների՝ ԵՄ-ի ազդեցությունն սահմանափակ է: Այդ բաղադրիչնեչն են` ավելի նշանակալի ներգրավվածություն անվտանգության մարտահրավերներին և ապագա անդամակցության տեսլականի հստակեցում:
Արևելյան Գործընկերության շրջանակներում տարածաշրջանային կայունացման նախաձեռնությունն, ի սկզբանե, զուրկ էր անվտանգության բաղադրիչից: Մասնավորապես՝ ԵՄ անվտանգության բաղադրիչն ու կեցվածքը Հարավային Կովկասում ձգձգված հակամարտությունների կարգավորման խնդրում (առանց Ռուսաստանի ներգրավման և համաձայնության) օրակարգային չեն: Բացի այդ, ԵՄ ներգրավվածության ակտիվացումը Լեռնային Ղարաբաղի հակամարտության հարցում սահմանապակված է ՆԱՏՕ-ի և Եվրոպայի անվտանգության և համագործակցության կազմակերպության (ԵԱՀԿ) շրջանակներում:
Սակայն, ԵՄ-ն կարող է առավել հաստատուն կերպով աջակցել գործընկերներ երկրների անվտանգության ոլորտի բարեփոխումներին առնչվող գործընթացներում, օրինակ` ամրապնդելով ոստիկանության, սահմանապահների, դատական համակարգի և ժողովրդավարական վերահսկողության մեխանիզմների ոլորտում բարեփոխումները: Նման բարեփոխումների իրականացման անհրաժշտության կարիք հատկապես նկատվում է Հայաստանի և Ադրբեջանի հարաբերություններում` միտված հակամարտող կողմերի միջև վստահության մթնոլորտի ստեղծմանը:
ԵՄ-ն Հարավային Կովկասում պետք է ստանձնի առավել պատասխանատու դերակատարում՝ ակտիվացնելով նաև անվտանգության գործառույթները՝ գործընկեր երկրների հետ մշակելով կայուն և կանխատեսելի զարգացման երկարաժամկետ տեսլական:
