Վերջին տարիներին միաժամանակ երկու իրարամերժ նախագծերի՝ ԵՄ Արևելյան գործընկերության նախաձեռնության շրջանակներում Խորը և համապարփակ ազատ առևտրի գոտու (ԽՀԱԱԳ) և Ռուսաստանի կողմից առաջնորդվող Եվրասիական տնտեսական միության (ԵՏՄ) ծրագրերի իրականացումը առավելապես ընդգծեց Հարավային Կովկասում առկա տարբերությունները:

Ադրբեջանին, սակայն, դեռևս հաջողվում է պահպանել ԵՄ-ի հետ ոչ խորքային հարաբերությունների չեզոքությունը` անտեսելով մարդու իրավունքների ու ժողովրդավարության ոլորտներում բարեփոխումների հորդորները, ինչպես նաև ԵՏՄ-ի կամ ՌԴ-ի կողմից ղեկավարվող այլ կազմակերպությունների միջոցով Ռուսաստանի կամքին չտրվելու շռայլությանը: Երկրում գազի ու նավթի մեծածավալ պաշարները հանգեցրել են խիստ ավտորիտար ռեժիմի կայացմանը, որը պահպանում է երկաթյա օրենքների գերակայությունը երկրի ներսում և գովազդում իր տնտեսական առաջընթացը արտերկրում:
Ադրբեջանի իշխող էլիտան դադարեցրել է քաղաքական բարեփոխումները և խստացրել վերահսկողությունը հասարակության նկատմամբ՝ օգտվելով այն հանգամանքից, որ երկրի տնտեսական աճը ակնառու վերելք արձանագրեց: Ադրբեջանում քաղաքական ընդդիմությունը գտնվում է մեկուսացված կարգավիճակում, վերջին հինգ տարիների ընթացքում անկախ լրագրողները ճնշումների են ենթարկվում, և ավելի են հաճախակիացել ոչ կառավարական և միջազգաին կազմակերպությունների զտումները: Նույնիսկ Ադրբեջանի և Եվրոպական միության հարաբերությունների անփոփոխ մնալու պարագայում, Բրյուսելն ու Բաքուն այս խնդրների վերաբերյալ էականորեն տարբեր տեսակետներ ունեն:
Ադրբեջանը կենտրոնացած է էներգետիկ համագործակցության վրա, մինչդեռ ԵՄ-ն ցանկանում է շեշտը դնել ժողովրդավարության ու մարդու իրավունքների պաշտպանության վրա: Այնուամենայնիվ, ի հակադրումն Բելոռուսում կիրառվող պատժամիջոցների, ԵՄ-ն պատրաստ չէ պատժամիջոցներ կիրառել Ադրբեջանի նկատմամբ՝ բացառությամբ մարդու իրավունքների զանգվածային բռնությունների դեպքում: Սա կարող է բացատրվել երեք փոխկապակցված գործոններով:
Նախ՝ ԵՄ-ն նվազ հետաքրքրված է ոչ անմիջական հարևանությամբ գտնվող երկրների զարգացումներով, որոնք անդամակցելու ցանկություն չունեն: Երկրորդ՝ Ադրբեջանը դիտարկվում է որպես ռուսական գազի մատակարարման ապագա այլընտրանք: Երրորդ՝ աշխարհաքաղաքական և ռազմավարական տեսակետից՝ Ադրբեջանը հաճախ ներկայացվում է որպես ԵՄ-ի (ԱՄՆ-ի) գործընկեր:
Նույնիսկ 2019թ.-ն ակնկալվող Եվրոպա-ադրբեջանական գազի մատակարարման ծավալների աճի պարագայում՝ պայմանավորված Տրանսանատոլիական բնական գազի խողովակաշարի (TANAP) կառուցմամբ, ռուսական, նորվեգիական ու ալժիրական մատակարարների ֆոնին այն կունենա ածանցյալ դերակատարում:
Այդուհանդերձ, ԼՂ հակամարտության առկայությունը անուղղակի կերպով վտանգում է Եվրոպայի անվտանգության միջավայրը: Հետխորհրդային տարածաշրջանում նմանատիպ ձգձգվող կոնֆլիկտների հետ նմանություններից զատ, այս հակամարտությունը ենթակա չէ լիակատար վերահսկման: Մինչդեռ խաղաղ բանակցությունները վերջին տասնամյակի ընթացքում որոշակի առաջընթաց են գրանցել, պատերազմի վերսկսման հավանականությունը չի կրճատվել:
ԵՄ անվտանգության գործուն մեխանիզմների և ազդեցության բացակայության պարագայում, Բրյուսելը տարածաշրջանում երկրորդական դերակատարում է ստանձնում:
