Կիևի իշխանությունների կողմից Ուկրաինայի արևելքի մարտական գործողությունների գոտում արտակարգ դրության ռեժիմի սահմանումը լրջորեն դժվարացնում է Դոնբաս անհրաժեշտ դեղորայքի տեղափոխումը, ինչպես նաև խաղաղ բնակիչներին թույլ չի տալիս հեռանալ վտանգավոր շրջաններից: Այդ մասին, ինչպես տեղեկացնում է «Արմենպրես»-ը, ասված է ՄԱԿ-ի հումանիտար հարցերի համակարգման վարչության հերթական, թվով 25-րդ զեկույցում:
Ուկրաինայի նախարարների կաբինետը հունվարի 26-ին ընդունել է հրամանագիր, որով արտակարգ դրության ռեժիմ է սահմանվել Դոնեցկի և Լուգանսկի մարզերի տարածքում, ինչպես նաև բարձր պատրաստության վիճակ' ամբողջ երկրի տարածքում:
ՄԱԿ-ի և գործընկերների կողմից Դոնեցկ ձեռնարկված առաքելության ընթացքում պարզվել է, որ «կառավարության հսկողության տակ չգտնվող շրջանների բուժհաստատությունները ֆինանսավորում չեն ստանում կենտրոնական իշխանություններից, քաղաքի հիվանդանոցներին դեղորայք, սննդամթերք գնելու և աշխատավարձների վճարման համար միջոցների փոխանցումները դադարեցվել են անցած ամռանը»:
Ինչպես նշում է ՏԱՍՍ-ը, ՄԱԿ-ի հումանիտար վարչությունը նաև մտահոգություն է հայտնել բնակելի շրջանների շարունակվող գնդակոծումների, ինչպես նաև այն պայմանների կապակցությամբ, որոնցում մարդիկ ստիպված են ապրել Ուկրաինայի արևելքում: Վարչությունը կոչ է արել հնարավորինս արագ մարդկանց տեղափոխել առավել ապահով վայրեր:
ԵԱՀԿ-ի մոնիթորինգային առաքելությունը հաղորդել է, որ Լուգանսկի շրջաններից մեկը գնդակոծվել է կասետային ռումբերով:
Առաքելության հաշվետվության մեջ ասված է, որ Արտյոմովսկի շրջանի դիտարկման ընթացքում, որտեղ գտնվում են հիմնականում միահարկ տներ, հայտնաբերվել են շինությունների և ցանկապատների այնպիսի վնասվածքներ, որոնք բնորոշ են կասետային ռումբերի պայթելուն:
Բացի այդ, գտնվել են նման ռումբի կրող հրթիռի բեկորներ: ԵԱՀԿ-ի դիտորդների կարծիքով՝ հրթիռակոծումն իրականացվել է հյուսիս-արևմուտքից: Հրթիռակոծման հետևանքով զոհվել է այդ շրջանի բնակիչներից մեկը:
