Վերջապես ՀՀ գլխավոր դատախազ Գևորգ Կոստանյանը կատարեց Գյումրիում տված խոստումը և ՌԴ իր գործընկերոջը դիմեց Վալերի Պերմյակովի դեմ քրեական գործի վարույթը հայկական կողմին հանձնելու հարցով: Այս փոքր-ինչ ուշացած, բայց, այնուամենայնիվ, իրականություն դարձած միջնորդությունն ընդամենը առաջին ու հրամայական քայլն էր, որը պետք է ձեռնարկեր ՀՀ դատախազությունը, սակայն պետք է խոստովանենք, որ մեզ առավել շատ հետաքրքրում են միջնորդության ենթատեքստերն ու նախապատմությունը:
Նախ ՀՀ ցանկացած գիտակից քաղաքացու համար աներկբա է, որ Կոստանյանը նման միջնորդությամբ կարող էր հանդես գալ միմիայն Սերժ Սարգսյանի համաձայնությամբ, քանի որ, ցավոք սրտի, հայաստանյան քաղաքական համակարգի մեծագույն թերություններից է անկախ դատական համակարգի բացակայությունը, և պարզ է, որ չնայած գլխավոր դատախազը հանրային ճնշման տակ տղամարդավարի խոստում էր տվել միջնորդությամբ հանդես գալ, սակայն այդ խոստումը բավարար հիմք չէր կարող լինել: Այստեղ առավել հետաքրքրականն այն է, որ նման միջնորդության հետ համաձայնվել է Սերժ Սարգսյանը: Այսինքն` մենք գործ ունենք մեկ այլ «դաբրոյի» հետ, որը Սարգսյանը ստացել է պուտինյան վարչակազմից: Փորձը ցույց է տվել, որ անգամ ներքաղաքական հարցերում Սերժ Սարգսյանի վարչակարգն ի զորու չէ հանդես գալ ինքնուրույն նախաձեռնություններով, և այս ֆոնի վրա` առանց համապատասխան «դաբրոների» մեխանիզմի, Կոստանյանը երբեք էլ չէր կարողանա պահել իր խոստումը: Վերոնշյալ «դաբրոների» մեխանիզմն իր հերթին կարող է վկայել որոշ զարգացումների մասին:
Առաջին տարբերակ
Սերժ Սարգսյանը «դեկորացիայի» համար է ստացել պուտինյան վարչակարգից նման միջնորդության թույլտվություն` ի սկզբանե տեղեկացված լինելով մերժման մասին: Չնայած այս տարբերակը բացառված չէ, բայց միաժամանակ փոքր-ինչ տարակուսելի է, քանի որ միջնորդության մերժումը կրկին անգամ հանրային տրամադրություններ է բորբոքելու:
Երկրորդ տարբերակ
Այնուամենայնիվ, ՌԴ վերին օղակներում ներքին որոշում է կայացվել, որ Պերմյակովը հանձնվի: Այս տարբերակը, չնայած չի տեղավորվում պուտինյան «կացնային-կայսերական» քաղաքականության հայեցակարգում, սակայն հնարավոր է մի շարք հանգամանքներով:
Վերջին քսան օրվա ընթացքում, չնայած ոճրագործությունը պարուրած խորհրդավորության ֆոնին, այնուամենայնիվ, կցկտուր տեղեկություններ սպրդեցին Պերմյակովի հանցակիցների մասին, այսինքն` մենք գործ ունենք կազմակերպված հանցավորության հետ: Այս փաստն, իհարկե, բավական տհաճ հետևանքներ կարող է ունենալ ռուսական կողմի համար, քանի որ, միգուցե, պուտինյան վարչակարգի քմահաճույքներն օրենք են Սերժ Սարգսյանի համար, բայց Գյումրիի իրադարձությունները ցույց տվեցին, որ հայաստանյան հասարակության մի ստվար հատվածը չի կիսում Սերժ Սարգսյանի այդ տրամադրությունները: Նման պայմաններում «ռուս ժողովուրդի հայրը» պետք է հասկանա, որ Հայաստանը Սերժ Սարգսյանը կամ մեկ այլ չինովնիկ չէ, այլ` հասարակությունն է, որն օրեցօր ավելի բացասական վերաբերմունք է ցուցաբերում իր «դարավոր դաշնակցի» նկատմամբ: Ուստի` ելնելով այս ամենից, չի բացառվում, որ Պերմյակովը կդառնա յուրօրինակ քավության նոխազ՝ պայմանով, որ աբսուրդի հասնող այդ ոճրագործության այլևայլ մանրամասները չբարձրաձայնվեն: Այս ամենն, իհարկե, չափազանց կեղտոտ ինտրիգ է, որը սակայն լիովին կարող է համընկնել և՛ հայաստանյան, և՛ ռուսաստանյան վարչակարգերի գործելաոճի հետ:
Վերոնշյալ տարբերակներից զատ հարկ է ասել, որ հնարավոր են նաև բազմաթիվ այլ զարգացումներ, քանի որ և՛ պուտինյան, և՛ սարգսյանական վարչակարգերից հնարավոր է սպասել ամեն ինչ:
