Ինչպես արդեն տեղեկացրել էինք, Ազգային ժողովում «Շրջանառության հարկի մասին օրենքի» փոփոխությունների կիրառումը հետաձգվեց վեց ամսով` 75 կողմ, 40 ձեռնպահ եւ 1 դեմ հարաբերակցությամբ:
Հետաձգվելը՝ հետաձգվեց, սակայն պետք չէ մոռանալ, որ ՀՀԿ խմբակցության ներկայացուցիչ Կարեն Կարապետյանը օրեր առաջ հանդես էր եկել «Շրջանառության հարկի մասին» օրենքը քննադատող, իշխանություններին ուղղորդող հայտարարությամբ, որի հետ կապված Orer.am-ը մեկնաբանություն ստացավ ԱԺ ՀՀԿ խմբակցության պատգամավոր Համլետ Հարությունյանից. «Նման բան չի եղել, Կարեն Կարապետյանը հակաիշխանական հայտարարությամբ հանդես չի եկել: Այդ խոսքերը եղել են բարի ցանկություններ, որոնք ՀՀ կառավարությունը կատարեց: Կկրկնեմ, որ հակաիշխանական հայտարարություն ես այդտեղ չեմ տեսնում»:
ՀՀԿ պատգամավորը թեմայի հետ կապված չմոռացավ հիշեցնել, որ Կարեն Կարապետյանը իշխանական կուսակցության գերագույն մարմնի անդամ է. «Այն մարդկանց, ովքեր ուրախանում են այս թեմայի հետ կապված, պետք է տեղեկացնեմ, որ Կարեն Կարապետյանը իշխանական կուսակցության գերագույն մարմնի անդամ է: Ի՞նչ եք կարծում` Կարեն Կարապետյանն իրավունք չունի՞ իր խորհուրդներով օգտակար լինել: Ես հոդվածն, իհարկե, կարդացել եմ, այն ավարտվում է «կասեցում» բառով, եւ կառավարությունն էլ նույն բանն արեց»:
Բացի Կարապետյանին պաշտպանելուց` Հ.Հարությունյանը Orer.am-ի հետ անկեղծացավ. «Ես կարող եմ անկեղծորեն ասել` այդ օրենքը մեկ տարով կհետաձգվի, թե ավել ժամանակով, կամ ընդդիմությունը կլինի իշխանության, թե մենք, կապ չունի, այն, միեւնույնն է, ընդունվելու է: Պետք է նշեմ, որ բոլոր երկրներում այդ օրենքը գործում է»:
Չնայած նրան, որ պատգամավորը վստահեցրեց` օրենքը վաղ թե ուշ ընդունվելու է, այնուամենայնիվ, մեր կողմից հնչեցված այն հարցին, թե արդյո՞ք հարկավոր չէ ուշադրություն դարձնել ժողովրդի՝ միջին եւ մանր բիզնեսով զբաղվող անձանց սոցիալական վիճակին եւ հնարավորություններին, պատգամավորը նկատեց. «Այսօր մենք, ելնելով ժողովրդի սոցիալական կարգավիճակից և ՀՀ կառավարությունը` Հովիկ Աբրահամյանի գլխավորությամբ, գնում ենք զիջումների: Հարկ եմ գտնում նկատել, որ մենք գիտակցաբար ենք գնում այդ քայլին, այլ ոչ թե ընդդիմությունից վախենալու կամ այլ պատճառներից դրդված:
Հիմա հարց կառաջանա, թե չլինելով տնտեսագետ` ինչու՞ եմ պնդում, որ օրենքն ընդունվելու եւ գործելու է: Չխորանալով այդ հարցի շուրջ, այնուամենայնիվ, կարող եմ ասել, որ այն ընդունվելու է, քանի որ քաղաքակիրթ օրենքների դասի մեջ է մտնում: Դա աշխարհի բոլոր երկրներում ընդունված հարկատեսակ է, իսկ այս դեպքում ինչու՞ մենք պետք է հրաժարվենք այդ օրենքից»:
