Վերջին 20 տարիներին ՀՀ-ում տեղի ունեցած քաղաքական տեղաշարժերի, իշխանություն-ընդդիմություն փոխհարաբերությունների վերաբերյալ իրականացված համապարփակ ուսումնասիրությունները փաստում են, որ իշխող քրեաօլիգարխիկ համակարգին ուղղված սուր և աննահանջ քննադատությունները, որքան էլ որ փաստարկված լինեն, կտրված են իրականությունից և չունեն որևէ արդյունավետություն:
Այլ խոսքով ասած՝ ընդդիմադիրների խոսքերը ոչ մի կերպ չեն համապատասխանում նրանց գործունեությանը: Արդարության դեմ չմեղանչելու համար փաստենք, որ մինչ այժմ նրանց մարգարեական գործունեության գագաթնակետը եղել է ծեծվելը և ոչ ավելին:
Դա նույնն է, ինչ 5.45 մմ-անոց ինքնաձիգով փորձել մի քանի շերտից բաղկացած պատը փոշիացնել: Բնականաբար, փամփուշտները, դիպչելով պատին, անկանոն կթռչեն այս ու այն կողմ:
Կարծես թե ընդդիմադիր գործիչների վրա մեծ տպավորություն է թողել Աստվածաշնչում պատկերավոր կերպով նկարագրված Երիքով քաղաքի գրավման մանրամասները, որտեղ հրեաները Հեսույի առաջնորդությամբ ոչ մի կերպ չդիմեցին ռազմական գործողությունների, այլ յոթ օր շարունակ «երգել-պարելով»` պտտվեցին քաղաքի պարիսպների շուրջը, իսկ յոթերորդ օրը պարիսպները հողին հավասարեցվեցին: Ամենայն հավանականությամբ նրանք չեն հասկացել, որ վերոնշյալը գեղեցիկ ավանդազրույց է, և ՀՀ քրեաօլիգարխիկ համակարգը հնարավոր չէ միայն «երգել-պարելով» հողին հավասարեցնել:
Այսինքն` 5.45 մմ-անոց ինքնաձիգի փոխարեն ընդդիմադիրներին, անշուշտ, անհրաժեշտ են նորագույն արտադրության հրթիռահրետանային համակարգեր: Փաստենք, որ նմանատիպ համակարգերը ոչ բոլորին են հասանելի, իսկ ձեռք բերելու համար էլ անհրաժեշտ է տևական ծանրակշիռ աշխատանք: Նմանատիպ աշխատանք կարող են տանել միայն պրոֆեսիոնալները: Այստեղ առաջանում է հետևյալ տրամաբանական հարցադրումը. ինչու՞ ընդդիմադիրները չեն ձեռնարկում այդքան անհրաժեշտ այդ աշխատանքը: Իմ տեսանկյունից տարատեսակ պատճառները կարող ենք կենտրոնացնել ընդամենը երկու կետում.
Ընդդիմադիր դաշտն ողողված է ոչ պրոֆեսիոնալ, իրականությունից կտրված փրկիչներով, որոնք պարզապես ի զորու չեն նախաձեռնել որևէ ծանրակշիռ գործընթաց: Նրանց գործունեությունը տեղավորվում է խոսել-ծեծվել-խոսել տրամաբանության շրջանակներում:
Հայաստանի Հանրապետությունում գրեթե բացակայում են ընդդիմությանը վերահսկող, պահանջատեր հասարական ինստիտուտները, որի արդյունքում էլ նրանք ստանում են գործունեության ազատություն և, որպես կանոն, ընտրում են քաղաքական տեսանկյունից կարճ և անարդյունավետ ճանապարհները:
Այս և այլ արատավոր երևույթների առկայությունը հաշվի առնելով՝ պետք է գալ այն գիտակցմանը, որ իշխանություններին քննադատելու փոխարեն, հարկավոր է անարգանքի սյունին գամել ձախողված ընդդիմադիրներին, լինել պահանջատեր, վերահսկել գործունեության արդյունավետությունը: Միայն այս ճանապարհով հնարավոր կլինի ասպարեզից դուրս մղել ձախողակներին, իսկ նորերին՝ աշխատեցնել:
