ԱՄՆ 2016–ի բյուջեի նախագծով Հայաստանին հատկացվող գումարը նվազեցված է աննախադեպ չափի՝ 18 միլիոն 360 հազար ԱՄՆ դոլարի, այնինչ ընդամենը 2012-ին այն կազմում էր 40 միլիոն ԱՄՆ դոլար, 2013-ին՝ 27 միլիոն 219 հազար դոլար, իսկ արդեն 2014-ին՝ 20 միլիոն դոլար: Թե ինչո՞վ է պայմանավորված ԱՄՆ–ի բյուջեի նախագծով Հայաստանին հատկացվող գումարի այս աստիճան նվազումը, Orer.am-ը պարզեց քաղաքագետ Սերգեյ Շաքարյանցից.
-ԱՄՆ-ի բյուջեի կողմից հատկացված գումարների կրճատումն ինչ մտադրություններով կամ ինչ մտավախություններով է պայմանավորված` մենք, իհարկե, չենք կարող իմանալ: Պետք է նկատեմ, որ առաջին տարին չէ, որ նրանք նվազեցնում են ֆինանսավորումը: Այդ գործընթացը սկսել էր շատ վաղուց` 2005-2006 թվականներից: Կարծում եմ, որ ֆինանսավորման կրճատումները պայմանավորված են նրանով, որ ԱՄՆ-ը դեռ այն ժամանակվանից քողարկված ձեւով կանգնել է ադրբեջանամետ, թուրքամետ դիրքերի վրա: Այլ դրսեւորումներ եւս եղել են, ուղղակի մարդիկ կամ չեն ցանկանում հիշել դրանց մասին, կամ էլ միտումնավոր դա թաքցնում են Հայաստանի բնակչությունից եւ քաղաքացիներից: Այդ գործընթացների արձագանքները մենք ինքներս տեսանք:
Չնայած` մեր իշխանությունները ժխտելով ասեցին, որ նման բան չկա, բայց, այնուամենայնիվ, Ամերիկայի իշխանությունները պարտադրել են Հայաստանին ստորագրել, այսպես կոչված, հայ-թուրքական արձանագրությունները: Ֆինանսավորման կրճատումները մի շարք հարցերով են պայմանավորված, որոնք հիմա չեմ թվարկի, պարզապես կնշեմ, որ դա կապված է ԱՄՆ-ի արտաքին քաղաքական կուրսից եւ, բնականաբար, տվյալ երկրի ռազմավարական շահերից:
Այս տարիների ընթացքում շատերը փորձում էին խաբել հայերին, հայկական համայնքներին` ասելով, որ տեսեք` ինչ լավն է Օբաման, ախր նա Մեծ եղեռն արտահայտությունն է արտասանել: Այս պարագայում պետք է նշեմ, որ ասես, թե չասես, Մեծ եղեռն արտահայտությունը, միեւնույնն է, որեւէ բան չի փոխելու, որովհետեւ ԱՄՆ-ում հայերի թիվը, համեմատած այդ երկրում ապրողների, շատ քիչ տոկոս է կամում:
Գիտեք, ես կարծում եմ, պետք չէ նստել ու ափսոսալ, որ ԱՄՆ-ը կրճատել է Հայաստանին ուղղված ֆինանսավորումը:
-Իսկ ԱՄՆ-ի բյուջեից Ադրբեջանին տրամադրվող ֆինանսավորումը կրճատվե՞լ է, թե՝ ոչ:
-Եթե չեմ սխալվում, ապա կրճատվել է նաեւ Ադրբեջանին տրաամադրվող գումարի չափը: Պետք է նշեմ, որ Ադրբեջանին տրամադրվող օգնությունն ավելի նվազ է եղել, հետեւաբար կրճատումը եւս ավելի նվազ տոկոսով է եղել:
Այս ամենի մեջ մենք պետք է տեսնենք ԱՄՆ-ի ռազմավարական շահերի արտացոլումը: Կրկին կասեմ, որ պետք չէ խառնվել իրար ֆինանսավորման կրճատման հետ կապված, քանի որ ԱՄՆ-ը վաղուց է անցել թուրքամետ ու ադրբեջանամետ կուրսի: Պետք չէ զբաղվել ինքնախաբեությամբ, մենք պետք է տեսնենք, թե իրականում ով է հայ ազգի թշնամիների հովանավորը, իսկ այս դեպքում մենք գիտենք, որ թիվ մեկ հովանավորների շարքում է Ամերիկայի Միացյալ Նահանգները:
