ԲՀԿ-ական պատգամավոր Վարդան Օսկանյանը ֆեյսբուքյան իր էջում գրել է.
«Հետաքրքրությամբ կարդացի առաջին նախագահ Լևոն Տեր-Պետրոսյանի խոհերը Հայոց ցեղասպանության 100-րդ տարելիցի համահայկական հռչակագրի մասին։
Բնականաբար բարձրացված հարցերը կարևոր են և մտորելու տեղիք են տալիս։
Հատկանշական են Տեր-Պետրոսյանի դիտարկումները Ցեղասպանության ճանաչման և պահանջատիրության՝ հռչակագրում տեղ գտած դրույթների մասին, որոնք և անմիջականորեն առնչվում են հայ ժողովրդի գաղափարական ընկալման, ինչպես նաև Հայաստանի արտաքին քաղաքականության հետ։
Այստեղ կա մի շատ ավելի խորը խնդիր, որը վերաբերում է հռչակագրի և դեռևս Հայաստանի Հանրապետության ստորագրությունը կրող ու Հայոց խորհրդարանի օրակարգում գտնվող հայ-թուրքական արձանագրությունների միջև առկա հակասությանը։
Շատերը համոզված էին, որ հռչակագրի հրապարակմանը զուգահեռ ոչ միայն խորհրդարանից հետ կկանչվեին արձանագրությունները, այլև դրանցից ընդհանրապես հետ կվերցվեին Հայաստանի ստորագրությունները:
Այդ երկու փաստաթղթերի միջև առկա հակասությունները, մեղմ ասած՝ թուլացնում են հռչակագրում տեղ գտած Հայոց ցեղասպանության ճանաչման և պահանջատիրության հարցերի հաստատումը՝ անկախ նրանից, թե ինչ կարծիքի ենք հռչակագրում դրանք բարձրացնելու նպատակահարմարության մասին։
Եթե արձանագրությունները վավերացվեին երկու երկրների խորհրդարանների կողմից, միջազգային իրավունքի տեսանկյունից դրանք ստանալու էին իրավական լրջագույն արժեք՝ ձեռք բերելով պայմանագրի կշիռ։
Քանի դեռ Հայաստանի Հանրապետության ստորագրությունը՝ թեկուզ չվավերացված, մնում է այդ արձանագրությունների տակ, Հայոց ցեղասպանության ճանաչման և պահանջատիրության հարցում Հայաստանի արտաքին քաղաքական դիրքորոշումները առավելապես պայմանավորվում են այդ դրույթներով։
Մի կողմից Հայաստանը ուժի մեջ է թողնում արձանագրությունների՝ «պատմական փաստաթղթերի և արխիվների անկողմնակալ գիտական ուսումնասիրություն» իրականացնելու նպատակով ենթահանձնաժողով ստեղծելու մասին, ինչպես նաև «երկու երկրների միջև գոյություն ունեցող սահմանի փոխադարձ ճանաչումը» դրույթները:
Մյուս կողմից՝ հռչակագրում շեշտադրում է «1920 թվականի օգոստոսի 10-ի Սևրի հաշտության պայմանագրի և 1920 թվականի նոյեմբերի 22-ի ԱՄՆ նախագահ Վուդրո Վիլսոնի Իրավարար վճռի դերը և նշանակությունը Հայոց ցեղասպանության հետևանքների հաղթահարման հարցում», ինչպես նաև «կոչ է անում Թուրքիայի Հանրապետությանը՝ ճանաչել և դատապարտել Օսմանյան կայսրության կողմից իրականացված Հայոց ցեղասպանությունը»։
Այս դիլեման Հայաստանի իշխանությունների համար լուրջ մարտահրավեր է»։
