21-րդ դարում Միացյալ Նահանգներին կարող է հաղթել միայն այն պետությունը, որը կկարողանա հարվածել անմիջապես նրա տարածքին: Սա է հաջողության միակ գրավականը:
Ընդհանրապես, ժամանակակից փիլիսոփաները առաջ են քաշում ցանցապետությունների գաղափարը, որոնց առկայությունն արդեն գործող փաստ է:
Հենց դրանում է կայանում ԱՄՆ-ի հաջողությունը, նա բավականին խճճված և բարդ տեսանելի ցանցային համակարգերով առկա է աշխարհի գրեթե բոլոր երկրներում: Որպես այդպիսին կարող ենք առանձնացնել աշխարհի բազմաթիվ երկրներում գործող ամերիկյան դեպարտամենտները, իրավապաշտպանական կազմակերպությունները, ֆինանսական ֆոնդերը, կրոնական կազմակերպությունները, բնապահպանական խմբերը. այսպես շարունակ կարող ենք թվարկել:
Ցանցապետության լավագույն օրինակ է հանդիսանում Չինաստանը, աշխարհի տարբեր երկրների խոշորագույն քաղաքներում սփռված իր «Չայնա թաուններով»: Հեռավոր արևելքում ամփոփվելով` նա լուռ հետևում է աշխարհում տեղի ունեցող իրադարձություններին, ՄԱԿ-ում մշտապես ձեռնպահ է քվեարկում և աստիճանական կերպով իր համար ճանապարհ է հարթում:
Ցանցապետությունները, որպես կանոն, հիմնված են լինում քաղաքակրթական բազիսի վրա, քանի որ արդի մեթոդաբանները ճշգրիտ են նկատել, որ արդի աշխարհում հակամարտությունները ընթանում են քաղաքակրթությունների միջև:
21-րդ դարի այս առանձնահատկությունները լավ են ընկալում նաև ռուսները, և Եվրասիականության գաղափարը պետք է ընկալել միայն այդ կոնտեքստում, որը, իմ խորին համոզմամբ, այս տեսանկյունից բավականին թույլ և անմրցունակ տարբերակ է:
Ի դեպ, ցանցապետություն ստեղծելու լավագույն հավակնությունները կարող են ունենալ նաև հայերը: Դրա համար կան քաղաքակրթական բոլոր պայմանները. Հայաստանի Հանրապետությունը` որպես բազիս, պետք է ընկալվի, իսկ ամբողջ աշխարհով մեկ սփռված հայությունը` նրա շուրջ պտտվող արբանյակներ: Հայ իրականության մեջ քաղաքակրթական ցանցապետության մեթոդաբանական բավականին լուրջ ուսումնասիրություններ է իրականացրել արևելագետ Դավիթ Հովհաննիսյանը:
Այս ամենի համար, իհարկե, անհրաժեշտ է պրոֆեսիոնալ կառավարիչների աշխատանք և քաղաքական կամք:
21-րդ դարն առաջադրում է իր մարտահրավերները, իսկ այն հասարակությունները, որոնք այդ ամենին 20-րդ դարին բնորոշ մեթոդներով կփորձեն հակադարձել` դատապարտված են անհաջողության:
