Ծառայողական գործառույթների իրականացման ընթացքում ՀՀ ոստիկանությանը հայտնի է դարձել, որ ՀՀ ոստիկանության համակարգի ձերբակալված անձանց պահելու վայրերում հասարակական դիտորդների խմբի անդամ Արտուր Հարությունյանը 2014թ. դեկտեմբերի 21-ին ՀՀ փաստաբանների պալատից ստացել է թիվ 1842 փաստաբանի արտոնագիրը:
Նշված հանգամանքի մասին դիտորդների խումբը չի հայտնել ՀՀ ոստիկանությանը՝ անտեսելով «ՀՀ ոստիկանության համակարգի ձերբակալված անձանց պահելու վայրերում հասարակական դիտորդների խմբի գործունեության կարգը հաստատելու մասին» ՀՀ ոստիկանության պետի 2005թ. հունվարի 14-ի թիվ 1-Ն հրամանի պահանջները (9-րդ կետի «ե» ենթակետ. դիտորդների խմբի անդամ չի կարող լինել այն անձը, ով հանդիսանում է փաստաբան):
Ավելին, ստանալով փաստաբանի արտոնագիր՝ Արտուր Հարությունյանը հասարակական դիտորդների խմբի այլ անդամների հետ 2014թ. դեկտեմբերի 27-ին այցելել է ոստիկանության Կոտայքի, Նաիրիի և Հրազդանի բաժինների ՁՊՎ-ներ և առանձնազրույցներ ունեցել ձերբակալված անձանց հետ, իսկ 2015թ. հունվարի 15-ին դիտորդների խմբի նախագահ Հ. Սահակյանի և խմբի անդամ Ս. Իսկանդարյանի հետ մասնակցություն է ունեցել «Մեդիա կենտրոն»-ում կայացած «Մարդու իրավունքների պաշտպանությունը ոստիկանության ձերբակալված անձանց պահելու վայրերում. 2014թ.-ի գնահատականը» խորագրով թեմայի քննա րկմանը:
«Հիշյալ երևույթը վկայում է այն մասին, որ ոստիկանության հետ փոխհարաբերություններում դիտորդների խմբի որոշ անդամներ դրսևորում են անհասկանալի վարքագիծ, նման գործելաոճով կորցնում վստահությունը և ստվեր գցում իրենց հիմնական առաքելության վրա, ինչն իր բացասական հետևանքները կարող է ունենալ ձերբակալված անձանց իրավունքների պաշտպանության գործում: Կարևոր հանգամանք, ինչը մտահոգում է ՀՀ ոստիկանությանը:
ՀՀ ոստիկանությունը միշտ բարձր է գնահատել հասարակական դիտորդների խմբի գործունեությունը, ինչի մասին բազմիցս նշվել է, սակայն նմանատիպ երևույթները ստվերում են ընդհանուր պատկերը: Ղեկավարվելով «ՀՀ ոստիկանության համակարգի ձերբակալված անձանց պահելու վայրերում հասարակական դիտորդների խմբի գործունեության կարգը հաստատելու մասին» ՀՀ ոստիկանության պետի 2005թ. հունվարի 14-ի վերը հիշատակված հրամանի պահանջներով՝ ՀՀ ոստիկանության պետի հրամանով Արտուր Հաբեթի Հարությունյանի լիազորությունները դադարեցվել են»,-նշված է ոստիկանության տարածած հաղորդագրության մեջ:
