«168 ժամ» թերթը գրում է. «Այսօր տեղի է ունենալու ՀՀԿ գործադիր մարմնի, ապա՝ խորհրդի նիստը, որի ժամանակ, ըստ ՀՀԿ-ականների, ամենայն հավանականությամբ, Սերժ Սարգսյանը հայտնելու է իր տեսակետը Սահմանադրական փոփոխությունների վերաբերյալ: Դատելով ՀՀԿ-ականների հայտարարություններից ու հարցազրույցներից, Սերժ Սարգսյանը հայտարարելու է, որ չի պատրաստվում հրաժարվել սահմանադրական բարեփոխումներից: Դրանից հետո ներքաղաքական կյանքում կհաստատվի նոր իրավիճակ, ոչ իշխանական ուժերը, ինչպես հայտնի է՝ դեմ են սահմանադրական փոփոխություններին՝ դա համարելով Սերժ Սարգսյանի իշխանության վերարտադրությանն ուղղված քայլ:
ԲՀԿ նախագահ Գագիկ Ծառուկյանն էլ իր հրավիրած վերջին խորհրդաժողովում ակնարկեց, որ եթե իշխանությունը չհրաժարվի քաղաքական ուժերի աջակցությունը չվայելող սահմանադրական փոփոխություններից, ժողովրդին այլ բան չի մնա, քան պարտադրել արտահերթ նախագահական եւ խորհրդարանական ընտրություններ:
Ծառուկյանը, ի դեպ, ժամկետներ չէր նշել, միաժամանակ, ընդհանրական կերպով արձանագրելով, որ ժամանակը երկար չի սպասում, ու գնդակն իշխանության դաշտում է: Եվ եթե Սերժ Սարգսյանն այսօր հայտարարաի սահմանադրական փոփոխություններից չհրաժարվելու մասին, նույն տրամաբանությամբ՝ գնդակը կփոխանցվի ոչ իշխանական ուժերի, առաջին հերթին՝ ԲՀԿ-ի դաշտ:
Ինչպե՞ս կպատասխանի ԲՀԿ-ն: Այս հարցից է, ըստ էության, զգալիորեն կախված, թե ինչպես կզարգանան քաղաքական գործընթացներն առաջիկայում:
Հետաքրքիր է, որ ՀՀԿ նիստից առաջ երեկ Գ. Ծառուկյանի հրավիրած «Ոչ իշխանական քաղաքական հասարակական ուժերի խորհրդաժողովի քարտուղարության» կողմից տարածվել է տեղեկանք, որում, ի թիվս այլ արձանագրումի, անդրադարձ կա նաեւ սահմանադրական փոփոխություններին: «Խորհրդաժողովի մասնակիցներն անթույլատրելի են համարում կիսապատերազմական իրավիճակում, տնտեսական անկման պայմաններում երկրի կառավարման մոդելի փոփոխության թեմայով Սահմանադրական հանրաքվեի անցկացումը: Խորհրդաժողովի մասնակիցները փաստում են, որ հանրաքվեի անցկացումը ժամանակավրեպ եւ խիստ վտանգավոր միջոցառում է:
Խորհրդաժողովում հնչել են առաջարկներ, որ եթե իշխանություններն այնուհանդերձ չլսեն հասարակության եւ քաղաքական ուժերի կարծիքը եւ գնան հանրաքվեի, ապա վերջինիս անցկացման օրը պետք է հայտարարել ՈՉ-ի հանրաքվեի օր եւ սկսել շուրջօրյա համապետական ցույցեր՝ իշխանափոխության պահանջով»,- նշված է այդ տեղեկանքում, որի հիման վրա առաջիկայում հրապարակվելու է հռչակագիր:
Ուշագրավ է, որ այս փաստաթղթով, ըստ էության, առաջին անգամ իշխանափոխության ժամկետ է նշվում, թեեւ ոչ այնքան որոշակի: Թե երբ տեղի կունենա Սահմանադրական հանրաքվեն՝ հայտնի չէ: Հայտնի է միայն, որ այն կայանալու է ոչ շուտ, քան 2016 թվականին: Որոշակի շրջանակներում չի բացառվում նաեւ հանրաքվեն 2017 թվականի խորհրդարանական ընտրությունների հետ համատեղ անցկացնելու հնարավորությունը: Այլ կերպ ասած՝ իշխանափոխությունը կարող է տեղի ունենալ ոչ շուտ, քան 2016 թվականին: Ուշագրավ է, որ այս տեղեկանքը տարածվել է Գագիկ Ծառուկյանի՝ Մոսկվայից վերադառնալուց հետո»:
