Լոնդոնում գտնվող Արտաքին քաղաքականության կենտրոնը Մեծ Բրիտանիայում Եվրահանձնաժողովի ներկայացուցչության հետ համատեղ և Բիրմինհեմի ու Էդինբուրգի համալսարանների օժանդակությամբ «Հարևանության հետ խնդիրները. ԵՄ «Արևելյան գործընկերության» ծրագրի ապագան (TROUBLE IN THE NEIGHBOURHOOD? The Future of the EU’s Eastern Partnership) կոչված զեկույց են հրապարակել, որում վերլուծել են եվրոպական քաղաքականության մեջ Ադրբեջանի տեղն ու դերը:
Ինչպես հաղորդում է «Արմենպրես»-ը, զեկույցի Ադրբեջանին վերաբերող բաժինը կազմել է Ադրբեջանի տնտեսական և հասարակական զարգացման կենտրոնի գիտաշխատող, ԱՄՆ պետքարտուղարության Էդմունդ Մասկիի անվան ծրագրի նախկին կրթաթոշակառու Թուրալ Աբբասովը, ով զբաղվում է հասարակական գործընթացներում երիտասարդության մասնակցության և Ադրբեջանում ու այլ երկրներում հասարակական կազմակերպությունների գործունեությամբ: Աբբասովը զեկույցում Բրյուսելին խորհուրդ է տվել Ադրբեջանի հետ արդիականացման համար Ռազմավարական գործընկերություն չստորագրել:
«Եվրամիությունը պետք է չզոհաբերի արժեքները՝ հանուն իր տնտեսական շահերի և Ադրբեջանում անվատնգության: Այդ պատճառով կարևոր է, որպեսզի արդիականացման համար Ռազմավարական գործընկերություն չստորագրվի: Երամիությունը պետք է օժանդակի Ադրբեջանում քաղաքացիական հասարակության ներուժի զարգացմանը, որպեսզի օգնի առաջ տանել ժողովրդավարությունը, մարդու իրավունքները և օրենքի գերակայությունը», -նշել է նա:
Զեկույցի խմբագիրը՝ Կենտրոնի քաղաքական տնօրեն Ադամ Հագը, անդրադառնալով Ադրբեջանում ժողովրդավարության և մարդու իրավունքների իրավիճակին, նշել է, որ ԵՄ-ն պետք է մտածի այն մասին, որպեսզի դադարեցնի Ադրբեջանի հետ արդիականացման համար Ռազմավարական գործընկերության ստորագրման գործընթացը, քանի այդ երկրում շարունակվում է մարդու իրավունքների պաշտպանության չափանիշների անկումը:
«Եվրամիությունը պետք է Ադրբեջանում քաղաքացիական հասարակությանը պաշտպանելու նոր ուղիներ գտնի: Բայց եթե իրավիճակը վատանա, պետք է պատրաստ լինի խիստ միջոցներ կիրառել ադրբեջանական պաշտոնական անձանց դեմ», -ամփոփել է Հագը:
Բրիտանական հեղինակավոր անկախ Արտաքին քաղաքականության կենտրոնը մասնագիտացած է միջազգային քաղաքականության հարցերում: Կենտրոնը 1998 թվականին ստեղծել է Մեծ Բրիտանիայի արտաքին գործերի նախկին նախարար Ռոբին Կուկը:
