Այսօր տեղի է ունեցել Հայաստանի Հանրապետության ազգային անվտանգության խորհրդի նիստ, որը վարել է ՀՀ Նախագահ, ազգային անվտանգության խորհրդի նախագահ Սերժ Սարգսյանը:
Նիստի մասնակիցներին ուղղված բացման խոսքում Նախագահը նշել է. «Շուրջ քառորդ դար մեր պետությունն անցել է ժողովրդավարական ինստիտուտների կայացման բարդ ճանապարհ: Մեր պետականության կառուցումը խարսխված է եղել իրավունքի գերակայության, խոսքի ազատության, քաղաքական բազմակարծության և այլ հիմնարար սկզբունքների վրա, որոնք երբեք կասկածի տակ չեն առնվել: Ցավոք սրտի, իհարկե, եղել են ժամանակահատվածներ, երբ այս սկզբունքներն ավելի շատ կրում էին դեկլարատիվ բնույթ և իրականությանը չէին համապատասխանում: Միաժամանակ մշտապես գիտակցել ենք, որ կան արժեքներ, որոնք վեր են անձնական, խմբակային, կուսակցական և այլ շահերից: Դրանց շարքում կարևորագույներից մեկը մեր երկրի ներքին անդորրի և համերաշխության ապահովումն է, որը ներկայիս տարածաշրջանային և աշխարհաքաղաքական զարգացումների լույսի ներքո էլ ավելի արժեքավոր է դառնում:
Այս արժեքի պահպանումն ինքնին ենթադրում է նաև քաղաքական պայքարի առկայություն և տարաբնույթ շահերի արտահայտման ու պաշտպանության համար ժողովրդավարական հասարակությունում ճանաչված այլ միջոցների կիրառում:
Սակայն վերջին ժամանակներս ավելի են ընդգծվում առանձին անձանց օրակարգում տեղ գտած հարցերը քաղաքական գործընթացների շրջանակներից դուրս բերելու և դրանց այլ լուծումներ տալու մտադրություններն ու փորձերը: Մինչ օրս համապատասխան գործողություններին տրված գնահատականները և դրանց առթիվ կատարված վերլուծություններն առավելապես ունեցել են քաղաքական ուղղվածություն:
Կարծում եմ, որ այսօր ժամանակն է նման գործողությունները և դրանց հետ առնչվող երևույթները քննարկել նաև ազգային անվտանգության տեսանկյունից: Մեր խնդիրն է գնահատել, թե որքանով են առկա սպառնալիքները վտանգում անձի, հասարակության և պետության կենսականորեն կարևոր շահերը, ձևավորել ընդհանուր մոտեցում, թե ինչպիսին պետք է լինեն այդ սպառնալիքների չեզոքացման միջոցները:
Ասվածը բնավ չի նշանակում, որ հասարակության բնականոն գործունեության համար կարևոր մի շարք հարցերի կապակցությամբ պետությունը չի ունեցել որոշակի վերաբերմունք կամ նոր դիրքորոշումներ է ձևավորում:
Մասնավորապես, պետությունը երբեք չի խրախուսել բռնությունների միտված երկիմաստ քարոզչությունը, լավ թե վատ, թեև դա այս պահի խնդիր չէ, փորձել է վերահսկել ֆինանսական միջոցների գոյացման օրինականությունը, ինչ որ չափով արձագանքել է կասկածելի ֆինանսական ռեսուրսները քաղաքական նպատակներով օգտագործելու երևույթին, պարբերաբար հակազդել է մասնավոր շահերի պաշտպանության համար տեխնիկական և կազմակերպական հնարավորությունների անհամաչափ գործածմանը:
Իհարկե, այս ամենը պետական իրավասու մարմինների ամենօրյա գործունեության բաղկացուցիչ մասն է: Սակայն երբ նման բացասական երևույթները միավորվում և ծառայեցվում են երկրի ազգային անվտանգությանը հակադրվող շահերի սպասարկմանը, դրա նկատմամբ վերաբերմունքը պետք է լինի սկզբունքորեն այլ: Թե ինչպիսին, կքննարկենք այսօր»:
ԱԱԽ նիստում տեղի ունեցած քննարկումների արդյունքում ձևավորվել է ընդհանուր մոտեցում երկրի ազգային անվտանգությանը սպառնացող երևույթները գնահատելու և դրանց վտանգավորության աստիճանին համարժեք միջոցներ ձեռնարկելու կապակցությամբ: ԱԱԽ անդամները միակարծիք են եղել, որ Հայաստանի Հանրապետության ազգային անվտանգության դեմ ուղղված ցանկացած սպառնալիքի չեզոքացման միջոցները պետք է համապատասխանեն օրինականության և արդարության չափանիշներին:
