Եվրասիական տնտեսական միության անդամ երկրների միջև առևտուրը հունվարի 2-ից կատարվում է առանց ներմուծման և արտահանման մաքսատուրքերի՝ «Մաքսային տարանցում» մաքսային ընթացակարգով, ինչի արդյունքում բավականին հեշտացել է Հայաստանում արտադրվող ապրանքների արտահանումը Միության երկրներ:
Այդ մասին նշել է Ֆինանսների նախարարության Արարատյան տարածաշրջանային մաքսատան պետ Արամ Քոչարյանը:
«ԵՏՄ ապրանքները ՀՀ ներմուծելիս կրկնակի մաքսային ձևակերպում չի իրականացվում։ Փոփոխություններով, փաստորեն, արտաքին տնտեսական գործունեություն իրականացնողներն այլևս մաքսատուն այցելելու անհրաժեշտություն չունեն: Նոր կարգով` ներմուծման կամ արտահանման վերաբերյալ ընդամենը 2 փաստաթուղթը տնտեսավարողը ներկայացնում է հարկային մարմին»,-տեղեկացրել է Արամ Քոչարյանը:
ԵՏՄ անդամակցությամբ պայմանավորված` փոփոխություններ են կատարվել նաև ներմուծման դրույքաչափերում: Որոշ խումբ ապրանքների համար նվազեցվել կամ նույնիսկ զրոյացվել են դրույքաչափերը, իսկ որոշ ապրանքերի դեպքում` բարձրացվել: Հայաստանի կառավարության ջանքերով 776 ապրանքների դրույքաչափեր մնացել են անփոփոխ. դրանք կհավասարվեն Մաքսային միության դրույքաչափերին` սկսած 2022 թվականից։ Այդ ապրանքների թվում են սննդամթերքը, արտադրության հումքը, շինանյութը և այլ ապրանքներ։
Նվազել են սառեցված ձկան, ավտոպահեստամասերի որոշ տեսակների, պլաստմասայե խողովակների, պլաստմասայե այլ արտադրանքի, արևադարձային մրգերի մաքսատուրքերը, իսկ հանվել է կանաչ սուրճի, պոմպերի, կոմպրեսորների, կենցաղային էլեկտրատեխնիկայի որոշ տեսակների մաքսատուրքը։ Կան նաև որոշ ապրանքատեսակների մաքսատուրքերի դրույքաչափերի ավելացում` ինչպես, օրինակ, կահույքի, կենցաղային էլեկտրատեխնիկայի, փայտանյութի, ավտոպահեստամասերի որոշ տեսակների։
Նորամուծություններ կան նաև ոչ ԵՏՄ անդամ երկրներից ապրանքների ներմուծման մասով: Օրենսդրական փոփոխությունների արդյունքում երկարաձգվել են ոչ ԵՏՄ անդամ երկրներից ներմուծվող ապրանքների հայտարարագրման համար սահմանված ժամկետները: Նախկին 10 օրվա փոխարեն գործում է սկզբնական 2 ամիսը՝ հետագայում ևս 2 ամսով երկարաձգելու հնարավորությամբ։ Այսինքն, ներկրողներին հնարավորություն է ընձեռվել ապրանքների մաքսատուրքերի, հարկերի վճարումները կատարել հայտարարագրումից հետո մինչև սահմանված ժամկետում այդ ապրանքների բացթողումն՝ առանց տույժերի և տուգան քների։
