Режим прекращения огня между ополченцами в Донбассе и украинскими силовиками, наступивший в воскресенже в полночь по киевскому времени (01.00 мск), в целом удается соблюдать, кроме района Дебальцево, где находится несколько тысяч окруженных украинских военных.
Тем не менее, в первые часы "режима тишины" стороны стали обвинять друг друга в нарушении договоренностей. Так, заместитель командующего корпусом Минобороны ДНР Эдуард Басурин заявил, что в два часа ночи остатки группировки окруженных украинских силовиков в Дебальцево открыли артиллерийский и минометный огонь по позициям ДНР и ЛНР. В свою очередь пресс-секретарь президента Украины Святослав Цеголко обвинил ополченцев ДНР в том, что они 10 раз нарушили режим прекращения огня, обстреляв позиции украинских военных. Позднее представитель Генштаба Украины Владислав Селезнев уточнил, что девять из этих обстрелов были сосредоточены в районе дебальцевского плацдарма.
Однако уже ближе к полудню в Генштабе Украины заявили, что c трех часов утра (04.00 мск) обстрелов позиций киевских силовиков не было зафиксировано. В свою очередь президент Украины Петр Порошенко заявил, что ситуация под Дебальцево может быть использована для срыва режима прекращения огня.
В Минске 12 февраля контактная группа по урегулированию ситуации на Украине приняла документ о комплексе мер по о выполнению минских соглашений, предполагающий, в частности, прекращение огня в Донбассе с 15 февраля, отвод тяжелых вооружений и создание зоны безопасности.
В ночь на воскресенье Порошенко отдал приказ вооруженным силам Украины, Национальной гвардии, подразделениям МВД, пограничной службы и Службы безопасности Украины прекратить огонь с 00.00 15 февраля. Ранее в субботу власти ДНР и ЛНР уже отдали приказ своим подразделениям о введении режима прекращения огня согласно договоренностям.
