Արդեն մի քանի օր է` ողջ համացանցը պայթում է քաղաքական տարաբնույթ քննարկումներով` ՀՀ նախագահ Սերժ Սարգսյանի` ՀՀԿ խորհրդի նիստում հնչեցրած պաշտոնական հայտարարությունների հետ կապված: Բազմաբնույթ քննարկումներ և բանավեճեր են ընթանում հայ հասարակության բոլոր խավերում ու շրջանակներում: Ամենաքննարկվող թեմաներից մեկն էլ` ԲՀԿ նախագահ Գագիկ Ծառուկյանին պատկանող ընկերությունների կողմից հարկերը չվճարելու, դրանք բարեգործությունների միջոցով քողարկելու և նմանաբնույթ այլ խոսակցություններն են: Փորձենք պարզել, թե նախկին՝ փաստորեն, ոչ այնքան ճշգրիտ տվյալներով` ԲՀԿ ղեկավար Գագիկ Ծառուկյանին պատկանող տարբեր ընկերությունների կողմից որքան հարկ է մտել ՀՀ բյուջե:
Այսպես, ըստ ԱՎԾ-ի կողմից հրապարակված 2014 թվականի տվյալների` ՀՀ-ում առաջին 1000 խոշոր հարկ վճարողների ցանկում Գագիկ Ծառուկյանին պատկանող միայն «Օնիրա քլաբ» կազինոյի կողմից վճարվել է մոտ 4.77 մլրդ դրամ հարկ՝ լինելով երկրի 20-րդ խոշոր հարկատուն: 2013 թվականին նույն կազմակերպության կողմից վճարվել է ընդամենը 1.25 մլրդ դրամ հարկ՝ որպես 96-րդ խոշոր հարկատու:
«Արարատցեմենտ» ընկերությունը 2014 թվականին վճարել է 1.25 մլրդ դրամ հարկ, 2013-ին՝ 1.04 մլրդ դրամ:
Հաջորդ ընկերության՝ «Երևանի Արարատի գինու, կոնյակի, օղու կոմբինատի» կողմից հարկային վճարների ընդհանուր գումարը 2014 թվականին կազմել է 1.16 մլրդ դրամ, 2013-ին՝ 1.04 մլրդ:
Գագիկ Ծառուկյանի «կայսրության» մյուս խոշոր տարրը` «Մուլտի գրուպ» կոնցեռնը, որի բաղկացուցիչ ընկերություններից «Մուլտի գազը» 2014-ին վճարել է 187.4 մլն դրամ հարկ՝ կրճատելով 2013-ի 222.18 մլն դրամը` 34.78 մլն դրամով:
«Մուլտի-Լեոն» ընկերության նախորդ տարվա հարկային վճարումներում ևս առկա են նվազեցումներ: 2014 թվականին ընկերությունը վճարել է 371.8 մլն դրամ հարկ, այնինչ 2013-ին հարկերի ընդհանուր գումարը կազմել է 431.87 մլն դրամ:
Նույն նվազեցումների պատկերն է նաև «Կոտայք գարեջրի գործարանում»: 2014 թվականի ընթացքում վճարված հարկերի գումարը 2013-ի համեմատ նվազել է 24.15 մլն դրամով՝ կազմելով համապատասխանաբար 350.35 մլն և 374.5 մլն դրամ:
32.5 մլն դրամի չափով նվազել են նաև «Գլոբալ մոթորս»-ի հարկային վճարումները. 2013-ին դրանք կազմել են 149.4 մլն դրամ, իսկ 2014-ին՝ 116.9:
Ընդհանրացնելով վերոնշյալ թվերը՝ կստանանք հետևյալ պատկերը.
2014 թվականի ընթացքում Գագիկ Ծառուկյանին պատկանող ընկերությունների կողմից կատարված ընդհանուր հարկային վճարումները ցույց են տալիս, որ եթե չհաշվենք «Օնիրա քլաբ» ընկերության վճարած հարկերը, որը 2013-ին դեռևս չի եղել և դրանից բացի իրականացնում է տնտեսության համար ոչ այնքան նպաստավոր գործունեություն («Օնիրա քլաբ» -ը կազինո է), ապա 2013 թվականի համեմատ` զգալիորեն կրճատվել են նշված ընկերությունների կողմից կատարված հարկային վճարումները: Միամտություն կլինի կարծել, թե օրինակ` «Մուլտի գազ», «Գլոբալ մոթորս» կամ նմանաբնույթ այլ ընկերություններն այդքան մեծ անկում են ունեցել, որն էլ հարկերի ծավալների կրճատման պատճառ է դարձել: Մնում է միայն փաստել, որ 2014 թվականին գործարարին պատկանող ընկերությունների կատարած հարկային վճարումները, 2013 թվականի համեմատ, զգալիորեն նվազել են:
Իսկ թե ինչպե՞ս և ինչո՞ւ, դա արդեն կպարզի հարկային ծառայության սկսած քննությունը:
