Որքան կարդում եմ ընդդիմադիր գործիչների, թերթերի, մյուս լրատվամիջոցների, սոցիալական ցանցերի ընդդիմադիր կուսակցական օգտատերերի, համակիրների, ֆեյքերի գրառումներն ու մեկնաբանությունները, թե ինչու ՀՀ նախագահը գնաց քաղաքական կյանքի սրացման, կարդում դրանց ֆանտաստիկ, հաճախ իրականությունից կտրված, հուզական և միակողմանի վերլուծությունները, այնքան համոզվում եմ, որ ելույթը տեղին էր ու ցավոք մի փոքր ուշացված, և տեղին ու լիարժեք պատասխան Ծառուկյանի հայտնի համաժողովի ելույթներին ու մոսկովյան voyage-ներին: Ասեմ, որ հիացած չեմ նաև իշխանական թևի հասնող-չհասնողների <<ադաբրյամսներով>>…
Այս քննարկումները ցույց տվեցին, որ համբերատարությունը, հանդուրժողականությունը, ներողամտությունը, մարդկային, ընկերական հարաբերությունները քաղաքական կատեգորիա չեն…Քաղաքական կատեգորիա չէ հատկապես քաղաքականությունից հեռու, քաղաքականության այբուբենը նոր սերտած, հազար կուսակցություն, հազար հայացքներ փոխած և քաղաքական հոտառությունը կորցրած կամ զառամախտով տառապողների համար…
Համառորեն ու հետևողական խոսվում է սահմանադրական փոփոխություններից առաջ Եռյակին չեզոքացնելու մասին…Ախր ինչը ոչնչացնես, որն արդեն ինքնաոչնչացել է , հեղինակազրկվել ու վարկաբեկվել: Այլ խնդիր է, որ կան մեծ թվով քաղաքացիներ, որոնք հիասթափվել են և′ իշխանություններից, և եռյակ-քառյակներից, այլ զանազան քաղաքական-կուսակցական <<գործիչներից>>: Այ սա է վտանգավորն ու մտահոգիչը, սա է այն ահազանգը,, որ արագ, շատ արագ առարկայական և լուրջ փոփոխություններ է պահանջում:
Պետական կառույցներում դեռևս շատ-շատ են պատեհապաշտները, քծնվողները, կաշառակերները, անազնիվները, մարդիկ` որոնք մտածում են միայն անձնական շահի մասին: Արդեն ժամանակն է, եթե իհարկե ուշ չէ, արագ թարմացնել կադրերին, կադրային ռեզերվը և համակարգային լուրջ փոփոխություններ կատարել:
Վստահությունը կորցնելը հեշտ է, իսկ վերականգնելը, ստեղծելը, կառուցելը, զարգացնելը շատ դժվար, անչափ դժվար…Ուղղակի պետք է աշխատես, որպեսզի սերը, հավատը, հարգանքն ու վստահությունը չկորցնես ու հետո տիտանական ջանքերով փորձես վերականգնել: Իսկ այդ հիասթափված զանգվածը մեծ ուժ է ու չպետք է այն անտեսել, այլ հարկավոր է մտածել, քայլեր կատարել, միջոցներ ձեռնարկել և նրանց ճիշտ ուղղորդել…
Իշխանափոխության ձգտող զանգվածն աստիճանաբար պետք է չզգա դրա կարիքը, այլ աստիճանաբար պետք է տեսնի կատարվող ոչ ձևական քայլերն ու դրա արդյունքները:
