Հայաստանի հետագա տնտեսական աճը մեծապես պայմանավորված է ժամանակակից ու կենսունակ գիտելիքահենք տնտեսության զարգացմամբ, ուղղակի օտարերկրյա ներդրումներով և մի շարք այլ գործոններով, որոնց թվում է նաև նախորդ ժամանակաշրջանի տնտեսական գործունեությունից մնացած ժառանգության համարժեք տնօրինումը:
Մենք գիտակցում ենք, որ այս առումով կարևոր քննարկումներ են ընթանում ՀՀ կառավարությունում՝ գտնելու էներգետիկ ու արդյունաբերական ոլորտում տարիներ ի վեր գոյություն ունեցող մարտահրավերները լուծելու լավագույն ուղիները: Այս գործընթացում կառավարությանն աջակցելու համար Համաշխարհային բանկը համաձայնել է գտնել և ներգրավել մեծ հարգանք վայելող ու միջազգային փորձառություն ունեցող խորհրդատվական ընկերություն, որը կգնահատի «Նաիրիտ» քիմիական գործարանի շահագործման տեխնիկական ու ֆինանսական կենսունակությունը: Նախատեսվող տեխնիկական ու ֆինանսական վերլուծությունները, ինչպես նաև շրջակա միջավայրի հետ կապված հիմնական գնահատումը կտրամադրվեն ՀՀ կառավարությանը, որպեսզի վերջինս կարևոր որոշումներ կայացնի գործարանի ապագայի վերաբերյալ:
«Կառավարության հետ մենք համաձայնության ենք եկել Համաշխարհային բանկի շրջանակում մոբիլիզացնել ավելի քան 110.000 ԱՄՆ դոլար դրամաշնորհային միջոցներ հիշյալ փորձաքննության համար, որը մեր գործընկերոջ համար կապահովի վերլուծությունների այնպիսի որակ, որպիսին ակնկալվում է միջազգային ճանաչում ունեցող փորձագետներից, – պարզաբանեց Համաշխարհային բանկի Երևանի գրասենյակի տնօրեն Լորա Ի. Բեյլին, – Մենք հուսով էինք, որ աշխատանքները կմեկնարկեն փետրվարի սկզբին, սակայն լրացուցիչ ժամանակ պահանջվեց, որպեսզի կարողանանք ներգրավել հնարավորինս լավագույն փորձագետներին»:
Առաջին փուլի ընթացքում, որը կմեկնարկի փետրվարի 25-ին և կտևի երկուսուկես ամիս, խորհրդատվական ընկերությունը քննության կառնի հետևյալ 4 տարրերը. գլոբալ շուկայի ուսումասիրում այն ապրանքների մասով, որոնք գործարանը կարող է արտադրել. արտադրության տեխնիկատնտեսական հիմնավորվածության գնահատում՝ հիմնվելով առկա գործարանի վրա. արտադրության ֆինանսական կենսունակության գնահատում՝ հաշվի առնելով ծախսերի ընթացիկ կառուցվածքը, և ուժեղ ու թույլ կողմերի, հնարավորությունների ու ռիսկերի /SWOT/ վերլուծություն: Երկրորդ փուլում կիրականացվի «Նաիրիտի» գործունեությանը առնչվող շրջակա միջավայրի ուսումնասիրություն: «Նաիրիտի» հետ կապված այս վերլուծությունների կատարման ընթացքում Համաշխարհային բանկի կողմից կիրականացվի մոնիտորինգ ու որակի վերահսկում, սակայն կցանկանայինք հստակեցնել, որ վերլուծական աշխատանքներն իրականացվելու են Էներգետիկայի ու բնական պաշարների նախարարի ղեկավարության ներքո՝ ՀՀ կառավարության ու Համաշխարհային բանկի համագործակցության շրջանակում:
