Մայրաքաղաքում մեկնարկել է «Տեղական իշխանությունների ասոցացիաների դերը» աշխատաժողովը, որի շրջանակում տրվել է Եվրոպայի խորհրդի Հայաստանի համար 2015-2017թթ. գործողությունների ծրագրի մասը կազմող «Ինստիտուցիոնալ աջակցություն Հայաստանի համայնքների միությանը» ծրագրի մեկնարկը: Հայաստանի համայնքների միության նախաձեռնությամբ անցկացվող աշխատաժողովի բացմանը մասնակցել են Երևանի քաղաքապետ Տարոն Մարգարյանը, ՀՀ տարածքային կառավարման և արտակարգ իրավիճակների նախարարի առաջին տեղակալ Վաչե Տերտերյանը, Եվրոպայի խորհրդի Տեղական ու տարածքային իշխանությունների կոնգրեսի ներկայացուցիչներ, նաև Հայաստանի մի շարք համայնքների ղեկավարներ:
Աշխատաժողովի մասնակիցներին ուղղված ողջույնի իր խոսքում Երևանի քաղաքապետ Տարոն Մարգարյանը, առանձնակի կարևորելով Երևանի քաղաքապետարանի և Հայաստանի համայնքների միության միջև ձևավորված համագործակցությունը, նկատել է, որ մեկնարկող ծրագիրն իսկապես կարևոր է Միության համար:
«Հիմնադրման օրվանից Հայաստանի համայնքների միությունը լուրջ ճանապարհ է անցել։ Կազմակերպության անցած 18 տարիները սերտորեն կապված են Հայաստանում տեղական ինքնակառավարման համակարգի կայացման հետ և միության գործունեության ժամանակագրությամբ իսկապես կարող ենք նկարագրել Հայաստանում տեղական ինքնակառավարման կայացման ընթացքը։ Համայնքների միությունը ինքնուրույն ավանդույթներ, փորձ ու պատմություն ունեցող ամենակայացած կառույցներից է Հայաստանում, որը, ներկայացնելով Հայաստանի բոլոր 915 համայնքների միասնական ձայնը, այսօր կառուցողական ու գործընկերային հարաբերությունների մեջ է հասարակական կազմակերպությունների ու պետական կառույցների հետ. շահերի պաշտպանություն, խորհրդատվություն, վերապատրաստումներ, արտաքին կապերի մեծ ցանց, աջակցություն համայնքներին և այլն: Միության գործունեության ուղղություններն ու ոլորտները կարելի է երկար թվարկել։ Այս ամենով հանդերձ, Միությունը միշտ զգացել է ռեսուրսների պակաս և կարողությունների հզորացման կարիք։ Այդ պատճառով էլ Հայաստանի համար Եվրոպայի խորհրդի գործողությունների ծրագրի 2015-2017թթ. մաս կազմող «Ինստիտուցիոնալ աջակցություն Հայաստանի համայնքների միությանը» ծրագիրը կազմակերպության հզորացման լավագույն հնարավորություններից է: Առիթն օգտագործելով՝ ողջունում եմ նաև Եվրոպայի խորհրդի Տեղական ու տարածքային իշխանությունների կոնգրեսի ներկայացուցիչներին, որին երկար տարիներ պատիվ ունեմ նաև անձամբ անդամակցելու: Ողջունում եմ նաև եվրոպական մի շարք երկրների գործընկեր կառույցների ներկայացուցիչներին։ Ձեր մասնակցությամբ մենք հնարավորություն կունենանք ծանոթանալ միմիայնց փորձին, ինչը փոխադարձաբար օգտակար կլինի բոլորիս համար։ Ուզում եմ շնորհակալություն հայտնել նաև Շվեյցարիայի զարգացման և համագործակցության գործակալությանը՝ այս ծրագրի ֆինանսավորման համար»,- ընդգծել է քաղաքապետ Տարոն Մարգարյանը՝ բեղմնավոր աշխատանք մաղթելով աշխատաժողովի մասնակիցներին:
