Արդեն քանի օր է, ինչ թեժ քննարկման թեմա է դարձել Ամերիկայի Միացյալ Նահանգների պետքարտուղարի՝ Եվրոպայի և Եվրասիայի հարցերով տեղակալ Վիկտորիա Նուլանդի սենսացիոն հայտարարությունը, որում Վաշինգտոնը կոչ է անում Հայաստանին և Ադրբեջանին զերծ մնալ շփման գծում իրադրությունը սրելուց: Հայտարարությունում նաեւ ասվում է, թե հարկավոր է ակտիվացնել ղարաբաղյան խնդրի վերջնական կարգավորմանն ուղղված ջանքերը. «Մենք ցանկանում ենք, որպեսզի բռնարարքներին վերջ տրվի, և կողմերը վերադառնան բանակցային սեղանի շուրջ»:
Վիկտորիա Նուլանդը նաեւ անդրադարձել է դիվերսանտներ Ասքերովի եւ Գուլինի ճակատագրին` նշելով, որ կալանավորվածները պետք է վերադարձվեն Ադրբեջանին՝ որպես բարի կամքի մարդասիրական դրսեւորում:
Նուլանդի հայտարարության վերաբերյալ, Orer.am-ը զրուցեց քաղաքագետ Ստեփան Գրիգորյանի հետ.
«Եթե ես ճիշտ եմ հասկանում Նուլանդի հայտարարությունը, ապա իմաստը կայանում է նրանում, որ պետք է անել քաղաքական եւ հումանիտար ժեստ, որը միգուցե ճանապարհ կբացի բանակցությունների վերսկսման համար: Այսինքն` ԱՄՆ-ը շահագրգռված է, որ բանակցային գործընթացը վերսկսվի, շահագրգռված է, որ սահմանին լարվածությունը թուլանա: Այդ քայլը դրական կդիտվի նաեւ Ադրբեջանի կողմից, որի հետեւանքով էլ կսկսվեն բանակցային գործընթացները: Ասել, թե հայտարարությունը ճիշտ է կամ սխալ՝ դժվարանում եմ, բայց քաղաքական առումով միգուցե այդ քայլն ունի իր տրամաբանությունը»:
Քաղաքագետը զուգահեռներ անցկացրեց Ուկրաինայում տեղի ունեցող իրադարձությունների հետ` նշելով, որ այդ ամենը որպես զիջումնային քայլ չի դիտվի.
«Ռուս-ուկրաինական հակամարտության պատճառով հազարավոր մարդիկ են զոհվում, բայց Պորոշենկոն գնաց ու նստեց բանակցությունների սեղանի շուրջ` 16 ժամ քննարկելով հարցի կարգավորման ճանապարհները: Երբ մեծ խնդիրներ են լուծվում, ապա կարելի է մտածել ինչ-որ քայլ անելու մասին: Եթե չենք ցանկանում ու մտածում ենք էմոցիոնալ, ապա կարող ենք չվերադարձնել դիվերսանտին, սակայն այստեղ ուրիշ հարց կա. իսկ միգուցե իմաստ ունի նրան հետ վերադարձնելը, և ես չեմ կարծում, որ այս պարագայում մենք զիջողի դերում կհայտնվենք: Միգուցե նման հայտարարություն ու կոչ անելով Նուլանդը մատծում է, որ Ադրբեջանը այլ կերպ կսկսի գործել, չգիտեմ, բայց ես դրան այդքան էլ չեմ հավատում:
Ես օպտիմիզմով չեմ լցված ադրբեջանական գործողությունների նկատմամբ, չեմ կարծում, որ ինչ-որ բան կտրուկ ձեւով կարող է փոխվել, բայց այս հարցի շուրջ մտածել է պետք: Իշխանությունը պետք է նստի ու հաշվարկ անի` ինչ դրական ու բացասական արդյունքներ այս ամենը մեզ կտա»,-ավելացնում է Ստեփան Գրիգորյանը:
Հիշեցնենք, որ Նուլանդը կոչ էր արել ՀՀ իշխանություններին՝ Ադրբեջանին վերադարձնել դիվերսանտներին, ովքեր Քարվաճառի Ջոմարդ գյուղում անհետ կորած 17-ամյա Սմբատ Ցականյանին բառացիորեն մորթեցին և կտոր-կտոր արեցին...
Դժվար է ասել, թե ո՞ւմ կամ ինչի՞ վրա է հույսը դրել Նուլանդը նման հայտարարություն անելուց առաջ, հավանաբար ԱՄՆ-ում հումանիզմի սկզբունքից ելնելով են դատապարտվում կամ, ավելի ճիշտ, ազատ արձակվում անմարդկային քայլերով շարժվող մարդասպան հերոսները…
