Եվրոպական միության (ԵՄ) հետ Ասոցացման համաձայնագրի շուրջ ստեղծված իրավիճակի ու ԵՏՄ-ին անդամակցության որոշումից հետո ԵՄ-ը և Հայաստանը վերահաստատեցին իրենց հանձնառությունը Արևելյան գործընկերության շրջանակում փոխադարձ հետաքրքրություն հանդիսացող ոլորտներում համագործակցության զարգացման անհրաժեշտության վերաբերյալ:
ԵՄ-Հայաստան համագործակցության հիմքում առկա բազմաթիվ համաձայնագրերի վրա հիմնված երկարամյա համագործակցության փորձը, այս առումով, վկայակոչվում է որպես նոր պայմանագրային հարաբերությունների հաստատման համար անհրաժեշտ իրավական հիմք:
Ըստ փորձագիտական գնահատականների՝ Եվրասիական տնտեսական միության (ԵՏՄ) անդամ Հայաստանը, անկախ խաղ է խաղում Եվրոպական Միության՝ Արևելայն գործնկերության նախաձեռնության շրջանակներում: Որպես երկկողմանի համագործակցության ակնառու դրսևորում՝ վերջիններս արձանագրում են, որ Հայաստանը, մտնելով Եվրասիական տնտեսական միություն, միաժամանակ կարողացավ ԵՄ-ից ստանալ շուրջ €78 մլն. կազմող ֆինանսական օգնություն:

Հատկացվող ֆինանասկան միջոցները նպատակաուղղված են բարեփոխումներ իրականացնել գյուղատնտեսության և աղքատության կրճատման (€25 մլն.), զբաղվածության և մասնագիտական ուսուցման (€10 մլն.), քաղաքացիական ծառայությունների բարեփոխման և կոռուպցիայի դեմ պայքարի (€ 21 մլն.) ոլորտներում: Սրա հետ մեկտեղ՝ սահամնների արդիականացման և ԵՄ-ի հետ արտոնագրային ռեժիմի դյուրացման պայմանագրի շրջանակներում նախատեսվում է հատկացնել €4 մլն., իսկ քաղաքացիական հասարակության զարգացման համար՝ շուրջ €6 մլն. օժանդակություն:
Փորձագիտական մեկանաբանությունների համաձայն՝ Հայաստանի՝ Մաքսային միության հետ ընդհանուր սահմաններ չունենալու պատճառով ԵՏՄ անդամակցության պայմանագրի մեջ սահմանվում է օտարերկրյա պետությունների և միության անդամների միջև ապրանքների շրջանառության հատուկ ընթացակարգ:
Ելնելով այս իրողությունից՝ օրենսդրական հստակեցման, մաքսային և տեխնիկական կանոնակարգերի միասնականացման համար որպես անցումային ժամկետ նշանակվել է ութ տարի ժամանակահատված: Այսպիսով՝ Հայաստանը լիիրավ տնտեսական գործընկերը կդառնա ոչ մոտ ապագայում:
Մեկ այլ դիտարկման համաձայն՝ Արևելյան գործընկերության ծրագիրը, որը հասցեագրված է ԵՄ հարևանության երկրներին, չի կառուցվում «ով ում» սկզբունքի վրա՝ հակադրելով ԵՄ և ԵՏՄ ինտեգրացիոն կառույցները: Եվրոպական հանձնաժողովի նախկին նախագահ Ժոզե Մանուել Բարոզուն բազմիցս փաստել է, որ Եվրոպան բաց է Մաքսային միության անդամ երկրների հետ հարաբերությունների զարգացման հարցում և միտում՝ որևէ մեկին խաղից դուրս մղելու, գոյություն չունի:
Նույնիսկ Հայաստանի՝ ԵՏՄ-ին անադամակցելու պարագայում, փորձագետները նշում են իրենց ամփոփիչ մեկանաբանություններում, ոչ Մոսկվան, ոչ Բրյուսելը չէին պնդում Հայաստանին հրաժարվել Արևելյան գործընկերություն ծրագրի մասնակցությունից:
