«168 ժամ» թերթը զրուցել է Ռուսաստանի միգրացիոն դաշնային ծառայությանը կից գործող հասարակական խորհրդատվական խորհրդի քարտուղար, «Հարեւանության» միջազգային կապերի զարգացման հիմնադրամի նախագծերի տնօրեն Յուրի Մոսկովսկիի հետ:
Պարոն Մոսկովսկի, հույսեր կային, որ ՀՀ ԵՏՄ անդամակցությունից հետո Հայաստանի միգրանտները Ռուսաստանում արտոնություններ կստանան: Որոշակի արտոնություններ փաստաթղթային ձեւակերպում արդեն իսկ ստացել են, բայց մեծ խնդիր են տարատեսակ խստացված, փոփոխված օրենքները, որոնց արդյունքում միգրանտները հայտնվում են «սեւ ցուցակներում»` զրկվելով ՌԴ մուտքի իրավունքից 3, 5, 10 տարով: Մարդիկ չեն կարողանում հասկանալ, թե ինչպես են հայտնվել այդ ցուցակներում եւ ինչպե՞ս կարելի է դուրս գալ ցուցակներից: «Սեւ ցուցակներում» հայտնված միգրանտները համաձայն են նույնիսկ տուգանքներ վճարել, կամ միգուցե ելքը ներում շնորհելն է, չէ՞ որ ՀՀ-ն արդեն ԵՏՄ անդամ է:
Ես կարծում եմ, որ ՌԴ մուտքի արգելքի արժանացած մարդկանց խնդիրը կլուծվի: Իսկ լուծման եղանակները մի քանիսն են, այդ թվում՝ նրանք, որոնք դուք մատնանշեցիք: Եղանակներից մեկը տուգանքների վճարումն է: Այս հարցը բարձրացվում է եւ այս պահին քննարկվում է Մոսկվայում: Կա գիտակցումը, որ մարդկանց պետք է հնարավորություն տալ տուգանք վճարել եւ ազատվել այդ ցուցակներում ներկայությունից: Սրան ավելացրած, դիտարկվում է նաեւ հետեւյալը` պետք է վերանայել այն իրավախախտումների շրջանակը, որոնց դեպքում մարդիկ զրկվում են Ռուսաստան 10 տարով մուտք գործելու հնարավորությունից ավտոմատ կերպով: Այսինքն` պատժամիջոցն իրականում պետք է համապատասխանի կատարած իրավախախտման ծանրությանը: Օրինակ` ճանապարհատրանսպորտային կանոնների խախտումներ կատարած միգրանտները եւս հայտնվում են «սեւ ցուցակում»: Այսինքն` իրավախախտումների շրջանակը պետք է հստակեցվի եւ պարզեցվի, պետք է այն առավելագույն չափով մոտեցնել իրականությանը, իսկ ներկայումս օրենքի այս նորմը, իմ համոզմամբ, ծայրաստիճան պատժիչ է, քանի որ խախտման ծանրությունը պատժին չի համապատասխանում»:
