Լավ չի, իհարկե, որ երկրում բողոքողները չափից դուրս շատ են, որ ամենուր բացասական էմոցիաներն են գերիշխում, բայց դե Կառավարությունն էլ պետք է, դա հասկանալով հանդերձ, աշխատի այդ դժգոհության համար քիչ հիմքեր ստեղծել, կամ գոնե եղածը պահի, լրացուցիչ առիթներ չստեղծի: Իսկ Կառավարությունը, կարծես թե, չի աշխատում այդ ուղղությամբ, նույնիսկ տպավորություն է ստեղծվում, որ հակառակն է անում՝ աշխատանքներ է տանում դժգոհություններն ավելացնելու ուղղությամբ:
Որևէ նոր օրենք ընդունելիս իշխանության ներկայացուցիչները ջանք չեն գործադրում գոնե մտածելու, թե այդ փոփոխությունից ընդհանրապես որևէ մեկին օգուտ լինելու է, թե ոչ, չէ՞ որ այս երկրում, իրենցից բացի, 2 միլիոնի չափ բնակչություն կա, և ցանկացած փոփոխություն հենց այդ 2 միլիոնի վրա է անդրադառնում, ոչ թե մի խումբ իշխանավորների կամ օլիգարխների:
Օրինակ` վատ չէր լինի, եթե Տրանսպորտի և կապի նախարարության աշխատակիցները՝ նախարարով, փոխնախարարներով ու վարչության պետերով հանդերձ, մի 2 ամիս անձնական ավտոմեքենաներով կամ օրավարձով ավտոմեքենա վերցնելով` տաքսի քշեին այն պայմանով, որ բացի տաքսի քշելով աշխատած փողից` այլ եկամուտ չպետք է ունենան: Իսկապես որ լավ կլիներ, քանի որ այդ դեպքում նրանք կհասցնեին ինչ-որ բան զգալ, հասկանալ, նույնիսկ ինչ-որ հաշվարկներ անել, կհասկանային, թե որքան գումար է կարողանում աշխատել տաքսիստը օրական և ամսական կտրվածքով, որքան են կազմում ծախսերը և արդյունքում որքան է մնում: Եվ կփորձեին այդ մնացած գումարով ապրել կամ գոնե գոյատևել: Չեմ կասկածում, որ շատ դժվար կլիներ, բայց դա մի շատ դրական արդյունք կտար՝ նման էքսպերիմենտից հետո լիցենզավորման կարգի փոփոխություններ կատարելու մասին որոշումներ չէին կայացնի և տաքսիստների բեռը ամսական 12 հազար դրամով չէին ավելացնի, հաշվիչ մեքենաներ տեղադրելն էլ չէին շտապի միանգամից պարտադրել, կամ կմտածեին մեկ այլ տարբերակ, որ մարդկանց լրացուցիչ 60-120 հազար դրամի ծախսի տակ չգցեին:
Բայց դե, ինչպես տեսնում ենք, չեն մտածում, չեն ուզում մտածել: Իշխանությունը շարժվում է ինչ-որ անհասկանալի սկզբունքներով՝ միաժամանակ նեղվելով, որ ժողովրդի մի մասը գնում է Արևմուտքից ֆինանսավորվող կասկածելի ու արկածախնդիր գործիչների կամ քաղաքական ուժերի հետևից, նախկինում իշխանություն եղած և ժողովրդի մասին իրենցից ոչ ավել մտածող ներկա ընդդիմադիրների հետևից: Այո, գնում են, և գնացողներին իրենց քայլերով հավասարապես դրան են դրդում իշխանությունները: Վերջապես, ե՞րբ պետք է իշխանավորները հասկանան և ընդունեն, որ միայն ընդդիմադիրների դիմակները պատռելով երկրում դժգոհությունները չեն մեղմվի, քանի որ իրենց դիմակների տակ էլ է նույնը և իրենք էլ պետք է փոխվեն. ստիպված են փոխվել, եթե չեն ուզում, որ ի վերջո իրենց փոխեն: Իսկ դրա հետևանքներն ավելի ցավոտ կլինեն:
