Այն, ինչ կատարվում է այսօր մեր երկրում, այն վիճակը, որից բողոքում են շատերը, իրականում հետևանքն է մեզանում առկա այն թյուր կարծիքի, թե ամենի մեղավորն իշխանություններն են, և ժողովուրդն անզոր է դիմակայել իրեն բաժին ընկած մարտահրավերներին: Խոսում ենք տնտեսության անկման, ճգնաժամի գոյության մասին՝ շատ հաճախ խորությամբ չվերլուծելով այն իրավիճակը, որն, ըստ էության, ունեցել է իր առաջացման պատճառները: Մեր հասարակության, կարելի է ասել, զգալի մասն այն համոզման է, որ Հայաստանում բիզնես վարելը, ներդրում կատարելն օրենքների համապատասխանության տեսանկյունից շահավետ չէ: Մյուս կողմից, կարծես, կառավարությունն ամեն ինչ անում է, որպեսզի էլ ավելի դյուրացնի և պարզեցնի տնտեսվարող սուբյեկտների գործունեությանն առնչվող հարցերը: Տեսնում և լսում ենք, որ բազբաթիվ բարեփոխումներ են իրականացվում նշված ուղղությամբ, սակայն սպասելի արդյուք, թերևս մինչ այժմ չի արձանագրվում: Բանն այն է, որ շատերի արդարացումն առ այն, որ ներդրումների պակասը կամ տնտեսական ճգնաժամը պայմանավորված է, մեծ առումով, արտաքին գործոնների ազդեցությունից, իսկապես ճշմարտության տարրեր է ներառում: Բայց մյուս կողմից նշված մեծ պատճառին զուգահեռ, ըստ էության, հաշվի չի առնվում մի ակնհայտ խոչընդոտ, այն է. մեր երկրում արդեն տևական ժամանակ և հատկապես վերջին երկու տարիների ընթացքում մշտապես լարված վիճակում է պահվում ներքաղաքական կյանքը, ինչն իր անմիջական, և, ինչ խոսք, բացասական ազդեցությունն է ունենում արտաքին աչքի համար ընդհանրապես Հայաստանի մասին պատկերացումներ կազմելու և մասնավորապես՝ ներդրումներ կատարելու նպատակահարմարության տեսանկյունից: Ուստի անհրաժեշտ է կողմնորոշվել. մենք ընտրում ենք իշխանափոխության դանդաղ և քայքայիչ ճանապարհ՝ մշտական լարվածության մեջ պահելով երկիրը, թե շարժվում ենք առաջ, սթափությամբ և առաջընթացի մղումով՝ խաղաղ և ապահով դաշտ ստեղծելով հատկապես օտարերկրյա ներդրողների համար, ինչն, անշուշտ, առաջին նախապայմաններից է տնտեսության զարգացման և, ըստ այդմ, նաև՝ մեր ժողովրդի բարեկեցության ապահովման համար: Հակառակ պարագայում, արհամարհելով սահմանին հարմար պահին սպասող թշնամու գոյության հանգամանքը, և շարունակելով խառնել ներքաղաքական անդորրը, ինքներս մեզ տանելու ենք կործանման: Հ.Գ.Եվ եթե իսկապես յուրաքանչյուր ոք զբաղվի իր գործով և փորձի հասնել իր աշխատանքում առավելագույն արդյունքի՝ ինքնըստինքյան նպաստ բերելով համընդհանուր գործի զարգացմանը, ապա մեր ժողովրդի և մեր պետության առաջընդացը ոչ ոք և երբեք չի կարող արգելակել:
