Եվրասիական տնտեսական միության անդամ պետություններում աշխատելու համար ՀՀ քաղաքացիներից չի պահանջվում ունենալ թույլատվական բնույթի որևէ փաստաթուղթ, այդ թվում' պատենտ: Այս մասին մարտի 6-ին լրագրողների հետ հանդիպմանը նշեց ՀՀ ՏԿԱԻՆ Միգրացիոն պետական ծառայության պետ Գագիկ Եգանյանը: «Եվրասիական տնտեսական միության անդամ պետություններում օրինական աշխատելու և գտնվելու համար անհրաժեշտ է ունենալ գործատուի հետ կնքված աշխատանքային կամ քաղաքացիաիրավական պայմանագիր: Ընդ որում' որպես գործատու կարող են հանդես գալ նաև ֆիզիկական անձինք»,- «Արմենպրես»-ի հաղորդմամբ' մանրամասնեց Եգանյանը:
Նա նշեց, որ Ռուսաստանի Դաշնության տարածքում աշխատելու ցանկություն ունեցող անձինք, ովքեր ԵՏՄ անդամ որևէ երկրի քաղաքացի չեն, պարտավոր են հանձնել ռուսաց լեզվի, Ռուսաստանի պատմության և օրենսդրության հիմունքների իմացությունը հաստատող փաստաթղթեր, ինչպես նաև թմրամոլության և շրջապատի համար վտանգ ներկայացնող ինֆեկցիոն հիվանդությունների բացակայությունը հավաստող փաստաթղթեր, և ՄԻԱՎ /ՁԻԱՎ-ի բացակայության վերաբերյալ հավաստագիր: «Միայն այս դեպքում նրանք կարող են Ռուսաստանում աշխատելու թույլտվություն՝ պատենտ ստանալ: Իսկ Հայաստանի Հանրապետության քաղաքացիները, սկսած 2015թ. հունվարի 2-ից, պատենտ ստանալու անհրաժեշտություն չունեն: Կարող ենք փաստել, որ այս դեպքում Հայաստանի և Ռուսաստանի քաղաքացիները նույն իրավունքներն ունեն»,- պարզաբանեց Եգանյանը:
Միգրացիոն պետական ծառայության պետը մանրամասնեց, որ ԵՏՄ անդամ պետությունների տարածքում ՀՀ քաղաքացի աշխատանքային միգրանտների և նրանց ընտանիքների անդամների ժամանակավոր գտնվելու ժամկետը որոշվում է պայմանագրի գործողության ժամկետով: Ընդ որում, պայմանագրում նշված ժամանակահատվածում ինչպես աշխատանքային միգրանտը, այնպես էլ նրա ընտանիքի անդամները, կարող են ցանկացած անգամ և ցանկացած ժամկետով դուրս գալ և կրկին վերադառնալ տվյալ երկիր:
Նա նաև ընդգծեց, Եվրասիական տնտեսական միությունը, սակայն, չի անդրադառնում անկանոն միգրացիայի հարցերին: «Ասեմ ավելին, եթե այս ընթացքում որևէ անձ Ռուսաստանում խախտի միգրացիոն օրենսդրությունը, կրկին կհայտնվի անցանկալի իրավիճակում: Եթե որևէ անձ անօրինական աշխատանք կատարի, կհայտնվի ոչ ցանկալի վիճակում: Ռուսաստանը մի կողմից պայքարում է անօրինական միգրանտների դեմ, մյուս կողմից՝ բացել է դռները օրինական միգրանտների առջև՝ հավասարեցնելով նրանց իրավունքներն իր քաղաքացիների իրավունքներին»,- եզրափակեց ՀՀ ՏԿԱԻՆ Միգրացիոն պետական ծառայության պետը:
