Երբ 2014 թվականին Հայաստանը ստորագրեց ՄՄ-ին անդամկցելու հայտնի փաստաթուղթը, տնտեսագետները և քաղաքական գործիչները սկսեցին մեկը մյուսին հերքելով թվարկել ՀՀ` ԵՏՄ-ին անդամակցության դրական և բացասական կողմերը:
2015 թվականի հունվարի 1-ից Հայաստանը պաշտոնապես հանդիսանում է ԵՏՄ անդամ, և արդեն ժամանակն է, որ մենք նկատենք այդ անդամակցության դրական կողմերը: Սակայն, ցավոք սրտի, էական փոփոխություն դեռևս չենք նկատում:
Մաքսային միության կազմում սպասվող ամենաառաջին փոփոխությունը վառելիքների գների նվազումն էր, որը պետք է տեղի ունենար գների հավասարեցման մեթոդով: Այսինքն` քանի որ ՀՀ-ն և ԵՏՄ մյուս երկրները գտնվում են միևնույն մաքսային տարածքում, ապա այս երկրների միջև պետք է տեղի ունենա ազատ ապրանքաշրջանառություն: Սրա հետևանքով նախ պետք է էժանանար հեղուկ վառելիքի գինը: Մասնավորապես՝ Ռուսաստանում բենզինի գինը տատանվում է 300 դրամի սահմաններում, մինչդեռ Հայաստանում այն գրեթե կրկնակին է:
Ինչո՞վ է պայմանավորված այս հանգամանքը: Խնդիրն այն է, որ Հայաստանը դեռևս ազատ առևտրաշրջանառությունից և գնագոյացումից բավականին հեռու է: Եթե այլ երկրներում տվյալ ապրանքի գինը որոշվում է ինքնարժեքի և ակնկալվող եկամուտի համակցությամբ, ապա մեր երկրում եկամտի բաղադրիչը փորձ է արվում հասցնել իր մաքսիմումին, ուստի` գինը որոշվում է ոչ թե գնագոյացման հայտնի մեխանիզմով, այլ` մեկ անհատի` հիմնական ներմուծողի անհատական որոշմամբ։
Ինչ վերաբերում է գազի գնի էժանացմանը, ապա այստեղ ամեն բան շատ ավելի մշուշոտ է: Համաձայն ԵՏՄ միասնական օրենսգրքի` անդամ երկրների միջև վերացվում են ներմուծման և արտահանման համար սահմանված հարկերն ու լրացուցիչ վճարները: Այս հանգամանքից ելնելով` գազի սակագինը պետք է էժանանար հենց հունվարի մեկից սկսած, քանի որ ՄՄ օրենքի համաձայն` այլևս կարիք չկա վճարել 20 տոկոս մաքսատուրքը: Սակայն այստեղ ևս սայլը տեղից չի շարժվել, և եթե նախորդ դեպքում բենզինի սակագնի համար մեղավորությունը ընկնում է կոնկրետ անհատների վրա, որոնք ունեն առավելագույն շահույթի ձգտում, ապա այս դեպքում հիմնական պատասխանատուն պետք է լինի մեր երկրի կառավարությունը` րոպե առաջ գործի դնելով համաձայնագրի նշված կետերը:
Ամփոփելով վերը նշվածը՝ հանգում ենք մի պարզ եզրակացության, որ չնայած բազմաթիվ քննարկումներին և տարբեր տնտեսագետների ու քաղաքական գործիչների մատնանշած առավելություններին և թերություներին` միևնույն է, դրանք բոլորն էլ մնում են ընդամենը տեսակետներ, այնքան ժամանակ, քանի դեռ չեն դարձել իրականություն: Իսկ թե որքան պետք է սպասել ՄՄ-ի անդամակցության դրական էֆեկտները տեսնելու համար՝ ցույց կտա ժամանակը, մինչ այդ մնում է միայն գիտակցել, որ ստորագրված փաստաթուղթն ավելին չէ, քան սովորական թուղթը:
