Վերջերս համացանցում կարդացի որոշ գրառումներ, որոնք վերաբերվում են հայ-ռուսական երկուստեք պայմանավորվածությանը՝ Հայաստանի և Ռուսաստանի քաղաքացիներն ազատվում են մեկմեկու տարածքում մուտքի պետության իրավասու մարմիններում 30 օրվա ընթացքում գրանցվելու պարտականությունից, ինչպես նաև վերանում է աշխատանքի թույլատվության համակարգը. բավական է մեկ տարով պայմանագիր կնքել գործատուի հետ և կարող ես աշխատել օրինական դաշտում:
Պարզվում է՝ նոր կարգի հետ կապված դժգոհություններ կան՝ երկիրը կհայաթափվի, մնացած մարդիկ ևս կլքեն երկիրը և այլն, սակայն ես չեմ կիսում այդ մտահոգությունները, ավելին, կարծում եմ, որ այս որոշումը մեր քաղաքացիներին ազատում է բազմաթիվ դժոխային տանջանքներից: Ինքս Ռուսաստանում բազմիցս ականատես եմ եղել, թե ինչպես են հայերը գերատեսչությունների մոտ հերթերում օրերով սպասում ասենք, նարկոլոգի գրությունը ստանալու, այն ուրիշ տեղ հանձնելու և տասնյակ այլ քաշքշուկների համար, ինչպես են ենթարկվում բազմաթիվ նվաստացուցիչ ձևականությունների, բախվում կոռուպցիոն բազմաթիվ երևույթների:
Ընկերս, ով Ռուսաստանի հյուսիսում խոշոր շինարարական ընկերության գլխավոր գործադիր տնօրեն է, ասում է, որ իրենց մոտ աշխատանքի եկած ՀՀ քաղաքացիները 20 օր և ավելի կորցնում են թղթարարության համար, բացի այդ, ստիպված են վճարել 18000 ռուբլի պետ. տուրքեր՝ շուրջ 240000 դրամ, այն դեպքում, երբ շատերը ավիատոմսի գումարը հազիվ են հայթայթում կամ այստեղ են հայտնվում ավտոբուսներով: 4-5 ամիս առավելագույն աշխատանքային սեզոնի պայմաններում միմյանց գումարեք թղթարարության վրա կորչող 20 օրը, այդ օրերին ծախսվող կեցության գումարները և չարաբաստիկ 240 000-ը՝ իրավիճակը առավել ցայտուն կդառնա...Այսինքն՝ մեկ ամսից մի քիչ պակաս ժամանակ չեն աշխատում, պետք է սնվեն և վճարեն կացարանի համար, գումարած՝ չարաբասատիկ 240000 դրամը: Բնականաբար՝ գործատուն վճարում է այդ ամենի համար և պահում աշխատավարձից, որը կազմում է մարդկանց մեկ ամսվա ռոճիկը: Այսինքն՝ մոտ մեկ ամիս կորչում է ձևակերպումների համար, մյուս ամսվա աշխատավարձն էլ սպասարկում է այդ ծախսերը: Այս որոշման արդյունքում մարդկանց եկամուտը բավական մեծ գումարով կավելանա...
Սա քաղաքացիություն ստանալու հետ կապ չունի, այնպես որ չի կարող նպաստել արտագաղթին, չնայած արտագաղթողը գնում է՝ անկախ ամեն ինչից: Սա ուղղակի զգալիորեն հեշտացնում է արտագնա աշխատանքի մեկնողների կյանքը Ռուսաստանում՝ ուղղակիորեն նպաստելով, որ հայերը իրենց ընտանիքներ ավելի շատ գումարներ ուղարկեն:
Այնպես որ, մտահոգվելու կարիք չկա...
