Ուզում եմ նորից անդրադառնալ Հայաստանի Հանրապետության նախագահի վարձատրության, սպասարկման և անվտանգության ապահովման մասին ՀՀ օրենքում լրացումներ ու փոփոխություններ կատարելու մասին օրենքի և հարակից օրենքի նախագծի փաթեթին, որը, մարտի 4-ին ԱԺ-ում դրվելով քվեարկության, ընդունվեց ձայների ճնշող մեծամասնությամբ:
Այսպիսով` ՀՀ պաշտոնաթող նախագահներն արդեն ցմահ ապահովված կլինեն կենսաթոշակով, որը կկազմի մոտ 925 հազար դրամ և կապահովվի կահավորված գրասենյակով: Եվ այստեղ է, որ հարց է առաջանում՝ բայց հանուն ինչի՞, հանուն ո՞ր արժանիքի:
Ժողովրդի սոցիալական ավելի բարձր մակարդակ ունենալու և այսքան խնդիրներ չունենալու դեպքում էլի կարելի էր նորմալ համարել նման որոշումը, բայց արդյո՞ք այսքան խնդիրների պարագայում պետք էր վատնել գումարները մարդկանց վրա, որոնք, մեղմ ասած, դրա կարիքը չունեն: Միայն թե թող ոչ ոք չասի, թե Լևոն Տեր-Պետրոսյանը, և առավել ևս` Ռոբերտ Քոչարյանը մնացել էին այդ՝ ամսական 925 հազար դրամի հույսին: Բա ի՞նչ եղավ այդքան տարիների ընթացքում ամբողջ թալանածը, ի՞նչ եղան կուտակած միլիոնները, միլիարդները, 4 միլիարդը, բիզնեսները:
Դրանք, իհարկե, չեն կարող չլինել, մանավանդ դրանց մասին բազմիցս գրվել է, և մեր Կառավարությունն ու ԱԺ պատգամավորներն էլ չեն կարող չիմանալ դրանց մասին: Գիտեն, և իմանալով հանդերձ` հաճոյանում են նախկին նախագահների՞ն՝ վատնելով մեր վճարած հարկերից հավաքված գումարները այն դեպքում, երբ Հայաստանում կան տասնյակ հազարավոր ընտանիքներ, որոնք այդ գումարի գոնե 10 տոկոսի կարիքն ավելի շատ ունեն, քան նախկին նախագահները` ամբողջ գումարի: Ի դեպ, իսկ ի՞նչ վատ կլիներ, որ Հայաստանի Հանրապետության նախագահի վարձատրության, սպասարկման և անվտանգության ապահովման մասին ՀՀ օրենքում նաև նշված լիներ, որ պաշտոնաթող նախագահը պետք է մնա պաշտոնաթող նախագահ, մնա նախկին նախագահի բարձրության վրա, այլ ոչ թե դառնա շարքային ընդդիմադիր և խառնակչական գործունեություն ծավալի: Այս հարցս, իհարկե, հռետորական էր, քանի որ մեր սիրելի խորհրդարանն արդեն ամեն ինչ որոշել է, ընդ որում՝ որոշել են թե՛ իշխանական, և թե՛ ոչ իշխանական պատգամավորները:
Այս դեպքում միայն Զարուհի Փոստանջյանն էր, որ դեմ քվեարկելով` ցույց տվեց, որ մտահոգվում է ժողովրդի վիճակով, իսկ մնացած բոլորին, փաստորեն, մտահոգում էր միայն իրենց նախկին` թոշակառու դարձած «շեֆերին» հաճոյանալը:
