Ազգային ժողովի ՀՀԿ խմբակցության պատգամավոր Խոսրով Հարությունյանը կիսում է ընդդիմադիր գործիչ Նիկոլ Փաշինյանի գաղափարները Հայաստանում ինստիտուցիոնալ ընդդիմություն ձևավորելու անհրաժեշտության վերաբերյալ:
Մարտի 10-ին լրագրողների հետ հանդիպմանը Հարությունյանը կարծիք հայտնեց, որ ընդդիմությունը նույնպես պատասխանատու է հասարակաության բնականոն կենսագործունեություն ապահովելու հարցում: «Եվ այդ առումով ընդդիմությանը հարկավոր է տալ պատասխանատու դերակատարում: Մասնավորապես, նրան վերապահել որոշակի վերահսկողական ֆունկցիաներ: Ես խորապես համոզված եմ, որ սա լավ ճանապարհ է»,- «Արմենպրես»-ի հաղորդմամբ՝ նշեց Հարությունյանը:
Նա համոզմունք հայտնեց, որ քաղաքական ջրբաժանն անցնում է ոչ թե կառավարության և Ազգային ժողովի միջև, այլ մեծամասնության և փոքրամասնության միջև, որովհետև կառավարությունն էլ է մեծամասնության կառավարությունը, և այնտեղ հակակշիռներ փնտրել իմաստ չունի: «Հետևաբար, հիմնական հակակշիռների զսպումների համակարգը պետք է նախատեսել քաղաքական մեծամասնության և փոքրամասնության միջև, իսկ այդ առումով փոքրամասնությանը հարկավոր է վերապահել պատասխանատու քաղաքական դերակատարում: Այնպես որ, ես պաշտպանում եմ ինստիտուցիոնալ ընդդիմության գաղափարը, եթե Նիկոլ Փաշինյանը հենց սրա մասին է խոսում»,- հայտնեց Հարությունյանը:
Դիտարկմանը, թե իշխանությունները վերջին շրջանում սկսել են ավելի շատ պաշտպանել և գովել հատկապես ընդդիմության փաշինյանական թևին, պատգամավորը հստակեցրեց, որ ինքը չի պաշտպանում, այլ խոսում է այն մասին, որ իր և Փաշինյանի գաղափարները համընկնում են:
Անդրադառնալով մյուս դիտարկմանը, թե տպավորություն է ստեղծվում, որ ընդդիմադիր այլ ուժերի քննադատելու համար իշխանությունները օգտագործում են Նիկոլ Փաշինյանին և Զարուհի Փոստանջյանին գովաբանելու տարբերակը՝ Խոսրով Հարությունյանը վստահեցրեց, որ «Հանրապետական» կուսակցությանը որևէ քաղաքական ուժի քննադատելու համար որևէ մեկի աջակցությունը պետք չէ: «Այլ հարց է, որ զարգացման ինչ-որ փուլում մոտեցումները համընկնում են: ՀԱԿ-ի նկատմամբ Փաշինյանի կոշտ վերաբերմունքն ինձ համար անսպասելի էր: Ես չգիտեմ, թե դա ինչի հետ էր կապված, սակայն կարելի է ենթադրություններ անել: Միգուցե Տեր-Պետրոսյանը հենց նրան նկատի ուներ, երբ ասում էր, որ եկել է ընդդիմափոխության ժամանակը, միգուցե հենց նրան նկատի ուներ, երբ ասում էր, որ ինքը հարթակը երկու ամսով ազատում է, եթե ընդդիմություն եք, եկեք լրացրեք, սակայն սա չէ էականը: Մեր հիմնական խնդիրը հենց համակարգի բացակայությունն է: Մենք պետք է հասկանանք, թե ինչ է պետք անել, որպեսզի կարողանանք ստեղծել իրական, կառուցողական համակարգ»,- նշեց Հարությունյանը:
Նա շեշտեց, որ, ինստիտուցիոնալ ընդդիմություն ասելով, ինքը հասկանում է ընդդիմություն, որն ունակ է ստանձնել որոշակի քաղաքական պատասխանատվություն, քաղաքական պատասխանատու դերակատարում՝ հավելելով, որ իրականում քննադատելն էլ է պատասխանատվություն: «Ինստիտուցիոնալ ընդդիմություն' նշանակում է քաղաքական պատասխանատու դերակատարում ստանալու ունակ համակարգ: Ես դրա կողմնակիցն եմ, և եթե Նիկոլ Փաշինյանն էլ դա նկատի ունի, ապա ես դրա կողմնակիցն եմ՝ անկախ հրանից, թե դա ում դեմ է ուղղված»,- մանրամասնեց պատգամավորը:
