Աստանայում մարտի 12-13-ին տեղի կունենա Ռուսաստանի, Բելառուսի եւ Ղազախստանի նախագահների հանդիպումը: Հանդիպման օրակարգում են երեք երկրների միջեւ առեւտրատնտեսական զարգացման հեռանկարները, եվրասիական ինտեգրման գործընթացները, Ուկրաինայում տիրող իրավիճակը: Հայաստանի՝ աստանյան հանդիպմանը չմասնակցելը հիմք դարձավ մամուլի շահարկումների: «Sputnik-Արմենիա» ռադիոկայանի հետ զրույցում քաղաքագետ Ալեքսանդր Մարկարովը, Հայաստանի չմասնակցության ամենալավատեսական մեկնաբանությունը համարում է այն, որ խնդիրներ կան այդ երեք երկրների միջեւ: «Հայտնիէ, որԲելառուսինախագահԼուկաշենկոնդժգոհությունէրհայտնելայնտնտեսականզարգացումներիևտնտեսականառևտրաշրջանառությանզարգացումներիվերաբերյալ, որոնքառկաենՌուսաստանիևԲելառուսիմիջեւ՝ռուբլուկուրսիպատճառովկրածլուրջվնասներիմասին, արտահանմանքաղաքականությանվերաբերյալ, որնիրականացնումէրԲելառուսըդեպիՌուսաստանսանկցիաներիառկայությանպայմաններում: Այսինքն, երկուերկրներիմիջևստեղծվելէմիիրավիճակ, որը, միանշանակ, ունիքննարկմանանհրաժեշտություն»,-մեկնաբանել է նա:
Քաղաքագետի խոսքով՝ նույն խնդիրն առաջացել է նաև ռուս-ղազախական հարաբերություններում՝ տնտեսական ոլորտում, ինչպես նաև մաքսային նոր պայմանները, որոնց շրջանակում Ղազախստանը ստանում է և որոշակի առավելություններ, և որոշակի կորուստներ: «Ըստէության, երկուտնտեսվարողսյուբեկտներիմիջև՝Ռուսաստան-Բելառուս, Ռուսաստան-Ղազախստան, իհայտենեկելմիշարքհարցեր, որոնք, միանշանակորեն, ունենքննարկմանկարիք: ԵւԱստանայումնախատեսվածհանդիպումնունիհենցայսուղղվածությունը» ,-հավաստիացրել է Մարկարովը:
Ինչ վերաբերում է Հայաստանին, ապա, ըստ քաղաքագետի, վերջին ամիսների տնտեսական տվյալներն ապացուցում են, որ առկա են որոշակի դրական միտումներ՝ կապված Հայաստանի եւ Ռուսաստանի միջեւ ապրանքաշրջանառության հետ: Այն դիտարկմանը, թե արդյո՞ք անհրաժեշտ է Հայաստանի մասնակցությունն այս հանդիպմանը, ապա Մարկարովի տեսակետը միանշանակ չէ: Նա բնական է համարում, որ Եվրասիական տնտեսական միության շրջանակում գործակցության հարցերը գտնվում են նաեւ Հայաստանի հետաքրքրության շրջանակում: «Այստեսանկյունից, բնականաբար, Հայաստանիմասնակցությունըինչ-որմակարդակում, իհարկե, կլիներհետաքրքիր, բայցտվյալպարագայում, եթեխոսքըերկկողմհարաբերություններիշտկմանմասինէ, ապամերմասնակցությունըկարողէլինելոչայդքանարդյունավետ»,-պարզաբանել է քաղաքագետը: Մարկարովի դիտարկմամբ, եթե տարածաշրջանային կառույցի անդամ երկրները քննարկում են երկկողմ հարաբերությունների հարց, ապա սա այլ հարց է, իսկ եթե քննարկվում են կազմակերպությանը վերաբերող հարցեր, ապա ավելի նպատակահարմար է, որ քննարկմանը մասնակցեն բոլոր անդամ-պետությունները: «Եթե խոսքը ներքին քաղաքականության և ներքաղաքական գործընթացների մասին է, ապա, բնականաբար, յուրաքանչյուր երկիր ինքն է հանդես գալիս, որպես սեփական ներքին քաղաքականության գլխավոր դերակատարը: Չնայած պարզ է, որ այսօրվա գլոբալիզացվող աշխարհում փոխկապակցվածությունները և փոխզարգացումներն էական նշանակություն ունեն յուրաքանչյուր երկրի համար»,-նկատել է քաղաքագետ Մարկարովը:
