«Բարգավաճ Հայաստան» կուսակցության շարքերի նոսրացման համատեքստում կուսակցությունների ճգնաժամի մասին Orer.am-ը զրուցել է քաղաքագետ Անդրիաս Ղուկասյանի հետ: Ըստ Ղուկասյանի՝ այսօր մենք ունենք պառլամենտարիզմի ճգնաժամ, մարդիկ պատգամավոր են ընտրվում կուսակցության կամ դաշինքի կողմից, հետո դուրս են գալիս այդ քաղաքական ուժից: Անդրիաս Ղուկասյանը օրինակ է բերում ՀԱԿ, ԲՀԿ, «Ժառանգություն» խմբակցությունների պատգամավորներին: «Այդ երեք խմբակցություններում չկա ներքին քաղաքական միասնականություն»,- հավելեց քաղաքագետը: Հարցին՝ սա դավաճանություն չէ՞ ընտրողի նկատմամբ, Ղուկասյանը պատասխանեց, որ դա հարցի էմոցիոնալ կողմն է, իսկ նախքան այդ պետք է արձանագրել պառլամենատարիզմի ճգնաժամը: Քաղաքագետը համարում է, որ այս երևույթը հակասություններ ունի սահմանադրության հետ, քանի որ, եթե պատգամավորը ընտրվել է համամասնական եղանակով, ապա այն թիմը, որը նա ներկայացնում է, պետք պահպանի միասնականությունը: Ըստ Ա.Ղուկասյանի՝ հակառակ դեպքում պատգամավորը չի կարող կատարել իր ծրագրերն ու խոստումներն ընտրողների առաջ: «Բացի պառլամենտարիզմի ճգնաժամից՝ սա նաև համամասնական համակարգի խնդիրն է, որովհետև ստացվում է, որ ընտրողը համակարգին վստահել չի կարող: Մարդիկ կուսակցական ցուցակներով անցնում են, հետո հայտարարում կուսակցությունը լքելու մասին»,- նշեց մեր զրուցակիցը: Ա.Ղուկասյանի խոսքով՝ Հայաստանում սահմանադրությունը դադարել է ծառայել այն պահից, երբ ՀՀԿ-ը ստանձնել է իշխանությունը: Չկա իշխանությունների բաժանում:Քանի որ մենաշնորհը ՀՀԿ-ը ստացել է կեղծ ընտրությունների արդյունքում, ինչի մասին բոլորն են խոսում, ապա սա ոչ միայն իշխանության մենաշնորհ է, այլ նաև յուրացում: Անդրիաս Ղուկասյանը շեշտեց, որ մինչ օրս ԲՀԿ-ը գոնե հանդիսանում էր հակակշիռ, հիմա այդ էլ չկա: Ղուկասյանն ավելացնում է. «Նույնսիկ սահմանադրական դատարանի նախագահն է արձանագրում, որ Հայաստանում կա Սահմանադրական դատարան, բայց չկա սահմանադրականություն, կա պառլամենտ, բայց չկա պառլամենտարիզմ, կան դատարաններ, բայց չկա արդարադատություն»: Ղուկասյանի բնորոշմամբ՝ սա սահմանադրական կարգի տապալում է: Մեր զրուցակցի կարծիքով՝ այս ճգնաժամային իրավիճակում պետք է անցկացվեն արտահերթ խորհրդարանական ընտրություններ, քանի որ նման Ազգային ժողովը չի արտացոլում ժողովրդի կամքը:
