Այդպիսի լավ հնարավորություն է տալիս հատկապես մեկ անձից կատարվող գնումը, որը տեղի է ունենում առանց մրցույթի։ Ըստ «Գնումների մասին»  օրենքի՝  գնումն իրականացվում է մեկ անձից հրատապ դեպքերում, ինչպես նաև այն դեպքում, երբ «գնման ենթակա ապրանքը, աշխատանքը կամ ծառայությունը հնարավոր է ձեռքբերել միայն մեկ անձից՝ պայմանավորված նրա հեղինակային և հարակից իրավունքներով, մրցակցության բացակայությամբ և լիցենզիայի առկայությամբ»։ Պայմանագիրը կնքվում է բանակցային ընթացակարգով։ Այսպիսի ընթացակարգով Առողջապահության նախկին նախարար Դերենիկ Դումանյանը մեկ անձից գնման պայմանագրեր է կնքել որդու՝ Հրանտ Դումանյանի «Բիանկոդենտ» ՍՊԸ –ի հետ։ Այն հիմնադրվել է 2011թ. մայիսին։ Ընկերության 100 % բաժնետերն  է Հրանտ Դումանյանը ՝ Դերենիկ Դումանյանի կրտսեր որդին։ «Բիանկոդենտ» ընկերությունը իրականացնում է նաեւ առողջապահության բնագավառի գործունեություն։ «Բիանկո» ստոմոտոլոգիական կլինիկայի տնօրենը Կամսար Կոստանյանն է,  Դերենիկ Դումանյանի կնոջ՝ Անահիտ Կոստանյանի ազգականը։ Ընկերության հետ կապ ունի նաև Դերենիկ Դումանյանին մյուս որդին՝ Արթուր Դումանյանը, ով ներկայումս Գյուղնախարարության Սննդամթերքի անվտանգության պետական ծառայության աշխատակազմի ղեկավարի տեղակալն է։  Ընկերության կայքի ադմինստրատիվ տվյալների մեջ նշված է նաեւ նրա էլեկտրոնային հասցեն: Առողջապահության նախարարության 2011թ.մեկ անձից կատարված գնումները կառավարության e-gov.am կայքում բացակայում են։ 2012թ.-ին Առողջապահության նախարարության մեկ աձից կատարված գնումների վարեբերյալ կա ընդամենը 3 պայմանագիր։ 2013թ. փետրվարի 8-ինառողջապահության նախարարության և «Բիանկոդենտ» ՍՊԸ-ի միջև կնքվել է 20 մլն 176  հազար դրամի 2 պայմանագիր՝ համապատասխանաբար ՝ 3,176 մլն և 17 մլն դրամ՝ արտահիվանդանոցային ծառայությունների մատուցելու համար։  2014թ. փետրվարի 18-ին դարձյալ նույն ծառայությունների համար կնքվել է 21,7 մլն դրամի 2 պայմանագիր՝ համապատասխանաբար՝ 4,7 և 17 մլն դրամի։ Այս ընկերության հետ պայմանգրեր են կնքվել ոչ միայն Դերենիկ Դումանյանի նախարար լինելու ժամանակահատվածում, այլև նրա պաշտոնավարությունից հետո։ Վերջերս՝ 2015թ. փետրվարի 2-ին, մեկ անձից կատարվող գնումների շրջանակում «Բիանկոդենտ» ՍՊԸ-ի հետ կնքվել է  մոտ 21 մլն դրամի 2 պայմանագիր ՝ համապատասխանաբար՝ 16,6 և 4,5 մլն դրամի։ 2013-2015թթ. «Բիանկոդենտ» ՍՊԸ-ի միջև կնքվել է ընդհանուր արժողությամբ   63 մլն դրամի 6 պայմանագիր։ Շարունակությունը̀ այստեղ:
