Սահմանադրական բարեփոխումների հայեցակարգի վերաբերյալ Սերժ Սարգսյանի մտահոգությունները, մասնավորապես` կիսանախագահական համակարգից անցումը դեպի խորհրդարանական, իրականում հիմնավոր մտահոգությունների տեղիք է տալիս: Գաղափարն ի սկզբանե վատ չէ, մանավանդ որ 25 տարի գործող համակարգը, կարծես, սպառել է իրեն բոլոր առումներով՝ քաղաքական ուժերի անկազմակերպ օրակարգերը, կուսակցությունների զարգացած ենթակառուցվածքների բացակայությունը, քաղաքական ասելիքի սակավությունը, հստակ սոցիալական հիմքերը, ստույգ քաղաքական գաղափարների ձևակերպումների չգոյությունը ավելի է ամրագրում ու համալիր դարձնում այս մտահոգությունները:
Մի կողմից, ի վերջո, քաղաքական պրոցեսների թելադրողն ու մասնակիցը պիտի լինի հանրությունը, սակայն հենց այս տարիների ընթացքում այն լայն իմաստով դուրս է մղվել օրակարգ թելադրելու իր բուն գործառույթից թե´ իշխանությունների, թե´ ընդդիմության թեթև ձեռքով, բայց խոսքն այժմ սրա մասին չէ:
Իր բազմաթիվ ելույթներում Հանրապետության նախագահը հայտարարել է, որ իրեն ոչինչ չի խանգարում օր առաջ կյանքի կոչել Սահմանդրական բարեփոխումները, սակայն վերջին հանդիպմանը, այդ նախագիծը մշակող հանձնախմբի հետ քննարկումների ժամանակ կասկածի տակ դրվեց այն իրագործելու էֆեկտիվությունը: Այսինքն` մի կողմից դա դիտվում է որպես անհրաժեշտություն, մյուս կողմից` նույնիսկ նախագահի մոտ չկա հստակ պատկերացում, կգործի այդ համակարգը, թե` ոչ: Սրա պատասախանն էլ միանշանակ է: Հայաստանում մշտապես մեկ իշխանության կառավարման պարագայում, մնացած բոլոր կուսակցությունները դուրս են մղվել քաղաքական որոշումների ընդունման և իրագործման իրավունքից: Հակառակը՝ հետևողականորեն իրականացվել է օպոնենտ կուսակցություններին բյուրեղացնելու գործընթացը, և այդ հարցում պետք է փաստել, որ իշխանությունը հաջողել է իր անելիքը, որի վերջին շտրիխը, կարծես, «Բարգավաճ Հայաստան» կուսակցության կապիտուլացիան էր:
Սակայն թուլացնելով, կազմալուծելով մնացած ուժերը` այդ դեպքում ինչի՞ վրա է իր հույսը դրել Հանրապետական կուսակցությունը, երբ խոսում է պառլամենտական համակարգի անհրաժեշտության մասին: Մի՞թե այսպիսի մոդելի հիմնական դերակատերները քաղաքական կուսակցություններն ու միավորումները չեն:
Մի՞թե սա հերթական իմիտացիան չէ, և հասարակությանը նորից խաղից դուրս դնելու ու սեփական իշխանությունը վերարտադրելու հերթական փորձը: Առայժմ դժվար է գտնել այս հարցերի պատասխանները: ՀՀԿ-ն երկակի ստանդարտ կիրառելու փայլուն փորձ ու բավական համոզիչ հռետորաբանություն ունի, որի բանաձևը հետևյալն է՝ մենք պատրաստ ենք քննարկել այդ հարցը ձեզ հետ, պատրաստ ենք լսել, սակայն կանենք այնպես, ինչպես ճիշտ ենք համարում:
Ընդդիմության պարագայում պատկերը նույնն է, սակայն ավելի աղավաղված: Հասկանալի է իշխանության մոտեցումն ու մտահոգությունը իշխանության վերարտադրման հարցում, քանի որ կա դրա անհրաժեշտությունը՝ ելնելով այն կորցնելու կործանարար հետևանքներից, արդարադատության տարբեր ատյաններում հայտնվելու մտահոգությունից և այլն: Սակայն ընդդիմությունն իր հիմնական պարտնյորի՝ քաղաքացիական հասարակության հետ հարաբերություններում միշտ չէ, որ աչքի է ընկել հստակ պահանջի ձևակերպմամբ: Ավելին՝ տարբեր ժամանակներում իշխանության հետ մեկտեղ հասարակությանը մատնել է անուշադրության ու մոլորությունների` դրանով նպաստելով երկրում առկա սոցիալ-տնտեսական լճացումներին:
Եվ ստեղծված իրավիճակում, ունենալով մոնոպոլ իշխանության և կցկտուր ռեսուրսների սակավություն ունեցող ընդդիմադիր ուժեր, անհասկանալի է կառավարման պառլամենտական համակարգի անցնելու անհրաժեշտությունը, հատկապես պատկերացնել այդ համակարգի կենսունակությունն ու արդյունավետությունը:
