Բոլորովին վերջերս ձևավորվեց Կոռուպցիայի դեմ պայքարի նոր խորհուրդը, որը միտված է աջակցել ՀՀ-ում հակակոռուպցիոն պետական քաղաքականության իրականացմանը: Ի տարբերություն նախորդի՝ այս Խորհրդի ձևավորումն ի սկզբանե դրվեց այն հիմքի վրա, որ հստակ մատնացույց արվի` իսկապես նպատակ կա հասնել արդյունքների և արդարացնել դրա անվանումը, որի համար հարկավոր է նաև քաղաքացիական հասարակության աջակցությունը:
Դրա վառ վկայությունն է այն հանգամանքը, որ Խորհրդի կազմում Կառավարությունը կունենա ընդամենը ընդամենը 4 ներկայացուցիչ, մինչդեռ խորհրդարանական ընդդիմությունը` 5 անդամ, բացի այս ներկայացվածություն կունենան քաղաքացիական հասարակության ներկայացուցիչները…. Եթե, իհարկե, նման ցանկություն հայտնեն:
Այստեղ է, որ ի հայտ է գալիս ամենակարևոր խնդիրը` ի՞նչ նպատակ է հետապնդում քաղաքացիական հասարակությունը՝ բացի կոռուպցիայի դեմ պայքարելու մասին ամպագոռգոռ հայտարարություններ անելուց:
Քաջ հայտնի է, որ Արևմուտքը տարիներ շարունակ միլիոնավոր դոլարներ է հատկացրել Հայաստանին տարբեր ծրագրեր իրականացրելու, այդ թվում և` կոռուպցիայի դեմ պայքար մղելու ու այս միջոցով նաև քաղաքացիական հասարակությունը մեր երկրում զարգացնելու համար: Այդ մասին բոլորովին օրերս Երևանում ևս մեկ անգամ բարձրաձայնեց նաև ԱՄՆ պետքարտուղարի օգնական Վիկտորյա Նուլանդը, և վերջինիս հայտարարությունը նշանակում էր, որ Արևմուտքը շարունակելու է Հայաստանում այդ ծրագրերը, ֆինանսավորումը և քաղաքացիական հասարակությանն աջանցելը:
Հիշեցնենք, ԵՏՄ-ին անդամագրվելու ֆոնին մտավախություն կար, որ ֆինանսավորումը եթե չի դադարեցվի, ապա գոնե զգալիորեն կկրճատվի, բայց ԱՄՆ բարձրաստիճան պաշտոնյայի նման հայտարարությունները նոր հույս տվեց ՀԿ-ներին, որ իրենց գործունեությունն այսուհետ ևս շարունակական կլինի: Ասել է թե` դոլարների հոսքն էլ չի կրճատվի, ուռա՜:
Ինչպես ասում են` հետագա զարգացումները պարզ ցույց տվեցին, թե որտեղ է թաղված շան գլուխը։ Քաղաքացիական հասարակությունը հրաժարվել է մասնակցել Կոռուպցիայի դեմ պայքարի խորհրդի կազմում ընդգրկվելու համար անցկացվելիք մրցույթին` պարզաբանելով, թե այն «չի համապատասխանում անկախության, արդյունավետության, մասնակցության և մասնագիտական սկզբունքների վերաբերյալ «Կոռուպցիայի դեմ» ՄԱԿ-ի կոնվենցիայի 6-րդ և 36-րդ հոդվածների պահանջներին» և այլն, ու քանի որ «Կառավարությունը դեռևս որևէ էական քայլ չի իրականացրել Քաղաքացիական հասարակական կազմակերպությունների Հակակոռուպցիոն կոալիցիայի կողմից Վարչապետին 2014թ. նոյեմբերի 28-ին ուղղված ուղերձում բարձրացված հարցերի իրականացման ուղղությամբ»: Իր հայտարարության մեջ նման պարզաբանող արտահայտություններ ՔՀԿ հակակոռուպցիոն կոալիցիան մի քանիսն է ներկայացրել: Բայց ամենակարևորն այն է, որ այս կոալիցիային անդամակցում են շուրջ 70 ՔՀԿ-ներ Երևանից և ՀՀ մարզերից:
Հետո էլ նեղանում են, երբ իրենց մամուլում «գրանտակերներ» ու «կեղծարարներ են» անվանում, որոնք «կեղծ գաղափարների ու բառերի վրա ընդամենը մեծ գումարներ են վաստակում»: Այս դեպքում էլ ակամայից այդպես ես մտածում, քանզի երբ հնարավորություն կա ընդգրկվել մի կառույցում, որը, թերևս, հետապնդում է նույն նպատակները, ինչ դու, ապա ինչո՞ւ ես մերժում: Գուցե այն պատճառով, որ առանց ընդգրկվելու ու տարին մեկ-երկու անգամ մամուլով ինչ-որ հաշվետվություններ ներկայացնելն ավելի եկամտաբեր է ու միաժամանակ` քիչ ժամանակատա՞ր:
