Արդեն երկու օր է, ինչ թեժ քննարկման թեմա է դարձել մամուլում շրջանառվող այն տեղեկությունը, թե ԱԺ ՀՀԿ խմբակցության ղեկավար, ՀՀԿ գործադիր մարմնի անդամ Վահրամ Բաղդասարյանը հայտնել է, որ սահմանադրական փոփոխությունների արդյունքում ՀՀ Աժ պատգամավորների թիվը կարող է կրճատվել` հասնելով 75-ի:
Հասկանալու համար, թե ի՞նչ սկզբունքով են անցկացվելու պատգամավորների թվի կրճատումները, Orer.am-ը զրուցեց Վ. Բաղդասարյանի հետ. «Կարծում եմ` նախ պետք է ասել, որ իմ խոսքը մամուլում ներկայացվել է այլ կերպ: Այն հարցին, թե ճի՞շտ են արդյոք տեղեկությունները, որ պատգամավորների թիվը կրճատվելու եւ դառնալու է 121, ես պատասխանել եմ` ինչու եք հենց 121 թիվն ընտրել, ասեք 75: Պետք է նշեմ, որ դեռ վաղուց հայտնել եմ իմ անձնական կարծիքը` լավ է քանակը քիչ լինի, բայց պատգամավորների պրոֆեսիոնալիզմը բարձր լինի: Ասեմ, որ կոնկրետ թվի քննարկում չկա, բայց ընդհանուր առմամբ նման քննարկում կա: Պատգամավորների թիվը կարող է լինել 131 կամ, ասենք, 101, այս պարագայում կարեւորն աշխատանքն է եւ դրա ճիշտ կազմակերպումը: Նորից կնշեմ` քանի որ ընտրական օրենսգիրք է քննարկվում, հետեւաբար վերանայվում են դրա բոլոր կետերը` սկսած պատգամավորների քանակից, վերջացրած այն նեգատիվ երեւույթներից, որոնք կան հանրության մեջ եւ որոնք էլ խիստ նկատելի են դառնում հենց ընտրությունների ժամանակ: Վերջին հաշվով, հնարավոր չէ այս կոնտեքստում քննարկել միայն մեկ խնդիր` այն էլ պատգամավորների կրճատման հարցը: Նման գործելաոճը, որով առաջնորդվում են լրագրողները, կոչվում է լրատվական շահարկում, ես ժպիտով եմ մոտենում այդ ամենին»:
Այն հարցին, թե արդյո՞ք այսօր օրենսդիր մարմինը կարելի է համարել ոչ պրոֆեսիոնալ, Վ. Բաղդասարյանը պատասխանեց. «1995 թվականի պառլամենտը կոչվում էր ոչ պրոֆեսիոնալ, երբ պատգամավորը կարող էր լինել ե՛ւ քաղաքապետ, ե՛ւ մարզպետ, հետո օրենք մշակվեց, ըստ որի` պառլամենտը պետք է լիներ պրոֆեսիոնալ, այսինքն` բացի գիտամանկավարժական գործունեությունից, այլ գործունեություն ծավալելու իրավունք պատգամավորը պարզապես չպետք է ունենար. պրոֆեսիոնալ ասելով ի նկատի ունեմ զուտ աշխատանքը, որը պետք է ծավալվի, այսինքն` Ազգային ժողովում պետք է լինեն մարդիկ, ովքեր նվիրված են իրենց գործին եւ զբաղվում են օրենսդրությամբ»:
Մեր այն նկատառմանը, որ այո՛, այսօրվա դրությամբ օրենսդիր մարմնում կան մարդիկ, որոնց տեղը, ինչ խոսք, ՀՀ Ազգային ժողովը չէ, ՀՀԿ խմբակցության ղեկավարը նկատեց. «Մենք որեւէ սահմանափակում չունենք, որով ասվում է, թե որեւէ մեկը չի կարող դառնալ պատգամավոր: Մարդկանց մոտ մոդայիկ է դարձել պատգամավոր դառնալը, բայց նշեմ, որ սա էլ է հարաբերական երեւույթ. այն պատգամավորները, որոնք Ազգային ժողովում այդքան արդյունավետ գործունեություն չեն ծավալում, այդ մարդիկ իրենց տարածքներում են իրականացնում այն գործունեությունը, որոնք չեն կարող կատարել այլ անձինք: Այստեղ ձայնի հասանելիության խնդիր կա, այսինքն` սովորական մարդիկ իրենց ձայնը չեն կարողանում տեղ հասցնել, եւ այս պարագայում իշխանությունների հետ ժողովրդին կապող օղակը պատգամավորներն են, խնդիրը բարձրաձայնվում է եւ հարցը լուծվում: Եթե մենք ունենայինք երկու պալատ, ապա հարցերն այլ կերպ կլուծվեին, համենայն դեպս, ես այստեղ խնդիր եմ տեսնում: Ես բազմիցս ասել եմ` յուրաքանչյուր մարդ պետք է զբաղվի իր գործով եւ իր համայնքի խնդիրները պետք է կարողանա կարգավորել, ցավոք լինում են դեպքեր, երբ պատգամավորը կատարում է ոչ իր պարտականությունները, սակայն անում է գործեր, որոնցով էլ փորձում է օգտակար լինել մարդկանց: Իհարկե, մենք հասկանում ենք, որ եթե խողովակի կամ ասֆալտապատման խնդիր կա, ապա դա պատգամավորի գործը չէ, բայց ստիպված նա լուծում է նաեւ այդ խնդիրները»:
Մեր այն հարցադրմանը, թե արդյո՞ք պատգամավորական աշխատավարձը հերիքում է, որպեսզի նրանք օգտակար լինեն բնակիչներին ասֆալտապատման կամ խողովակաշարերի խնդիրները լուծելու համար, Վ. Բաղդասարյանը նշեց. «Այդ խնդիրները ոչ միայն պատգամավորներն իրենց գումարով են լուծում, այլ լինում է նաեւ այնպես, որ հարցը բարձրացվում է եւ խնդրին լուծում է տրվում: Գիտեք, որ կան բազմաթիվ կազմակերպություններ, որոնք ներդրումներ են կատարում. կան բյուջեի հետ կապված հարցեր, որոնք հենց բյուջեի միջոցով են լուծում ստանում, այսինքն` այս պարագայում պատգամավորը կատարում է կապող օղակի դեր»:
