Ցանակացած երկիր այցելելիս այդ երկրի մասին կարծիք են կազմում նաև այդտեղի ճանապարհներով: Բացի այդ, երկրի բնակավայրերն իրար հետ կապող ավտոճանապարհները ռազմավարական նշանակություն ունեն պետության համար: Սա, իհարկե, մենք գիտենք, բայց մեր Կառավարությունը կարծես թե այդքան լավ չի գիտակցում, հակառակ դեպքում Երևան-Կապան մայրուղու Գորիս-Սիսիան ճանապարհահատվածն արդեն տևական ժամանակ չէր լինի այնպիսի ողորմելի վիճակում, ինչպիսին որ է` չնայած մենք կարծես թե Տրանսպորտի նախարարություն էլ ունենք, նույնիսկ՝ նախարար էլ:

Այո, նախարարի աթոռին կա նստած մարդ, որը երևի ինչ-որ բաներ անում է, օրինակ` նպաստավոր պայմաններ է ստեղծում հատկապես մարզերում ավելի շատ վուլկանիզացիաների գործունեության համար, քանի որ նման ավտոճանապարհները ձեռնտու են միայն վուլկանիզացիայի աշխատողներին: Նախարարին, փոխնախարարներին, այլ իշխանավորներին, օլիգարխներին նման հարցերը դժվար թե հետաքրքրեն, քանի որ իրենք երթևեկում են թանկարժեք ու գրեթե «ամենագնաց» «ջիպերով», և վերոհիշյալ ճանապարհահատվածի փոսերը դժվար թե վնասեն նրանց մեքենաների անվադողերը:
Նույնը չէի ասի սովորական, համեստ մեքենաների մասին, որոնք բավականին հաճախ են վնասվում՝ զգալիորեն ավելացնելով համեստ ապրող վարորդների ծախսերը: Ես չգիտես ինչու համոզված եմ, որ այս հարցը բարձրացնելուց հետո Կառավարության առաջին արձագանքը կլինի այն, որ իրենք իբրև թե միջոցներ չունեն այդ ճանապարհահատվածը նորոգելու համար:

Այնինչ Կառավարության կայքում հաճախ կարելի է կարդալ ինչ-որ անիմաստ ծրագրերի համար պետբյուջեից անիմաստ հատկացումների մասին. այդ ամենի համար, իհարկե, Կառավարությունը գումար ունի: Այդ նույն Կառավարության ղեկավարների և նրանց ընկեր օլիգարխների համար շքեղ պալատներ կառուցելու, շքեղ մեքենաներ գնելու համար էլ մեր իշխանավորները միջոցներ ունեն, ենթադրում եմ, որ կազինոներում տանուլ տալու համար էլ կունենան, միայն թե ոչ իրենց երկրի բնակավայրերն իրար հետ կապող այդ ճանապարհահատվածի նորոգման համար:

Հավանաբար այնքան հոգատար են մեր իշխանավորները, որ չեն ուզում՝ վուլկանիզացիայի աշխատողների գործը վատանա:

Մի նկատառում էլ. երբ Սյունիքի տխրահռչակ մարզպետին նորից մարզպետ նշանակեցին՝ աչք փակելով նրա, մեղմ ասած, հանցավոր անցյալի վրա, իշխանավորները կարծես թե պատճառաբանում էին̀ իբր Սուրիկ Խաչատրյանը լավ մարզպետ է, լավ է կատարում իր աշխատանքը, տիրապետում է իրավիճակին:

Հիմա ի՞նչ կասեք, հարգելի իշխանավորներ՝ նայելով նրա ղեկավարած մարզի ավտոճանապարհներին. Սա՞ է լավ մարզպետի լավ աշխատանքի արդյունքը, սրա՞ համար նրան վերանշանակեցիք:
