Ազգային ժողովում մարտի 28-ին մեկնարկել է ՀՀ ԱԺ արտաքին հարաբերությունների մշտական հանձնաժողովի եւ ՌԴ Պետական դումայի ԱՊՀ հարցերի, եվրասիական ինտեգրման եւ հայրենակիցների հետ կապերի հանձնաժողովի երրորդ համատեղ նիստը:

Ինչպես «Արմենպրես»-ին տեղեկացրին ՀՀ ԱԺ արտաքին հարաբերությունների հանձնաժողովից, հանձնաժողովի նախագահ Արտակ Զաքարյանը ողջույնի խոսքում կարեւորել է երկու հանձնաժողովների համատեղ նիստի անցկացումը՝ նշելով, որ այն կարեւոր հարթակ է՝ քննարկելու երկու հասարակությունների համար ընդհանուր հետաքրքրություն ներկայացնող հարցեր: Նա արդյունավետ աշխատանք է մաղթել նիստի մասնակիցներին:

ՀՀ փոխվարչապետ, ՀՀ միջազգային տնտեսական ինտեգրման եւ բարեփոխումների նախարար, ԱՊՀ հարցերով ՀՀ ազգային համակարգող, Եվրասիական տնտեսական հանձնաժողովի անդամ Վաչե Գաբրիելյանը նշել է, որ ԵՏՄ-ին Հայաստանի լիիրավ մասնակցությունը դիտարկվում է որպես ապրանքների, ծառայությունների, կապիտալի եւ աշխատուժի ազատ շրջանառության վրա հիմնված կանխատեսելի եւ առավելագույնս փոխշահավետ հարաբերությունների զարգացման ձեւաչափ: Ըստ փոխվարչապետի՝ Եվրասիական միությունը, թերեւս, աշխարհագրական առումով ամենախոշոր տնտեսական միավորումն է:

Այնուամենայնիվ, Վաչե Գ աբրիելյանը կարծում է, որ միությունն ունի դեռեւս չիրացված հսկայական ներուժ: Փոխվարչապետն անդրադարձել է նաեւ ԵՏՄ-ի շրջանակներում Հայաստանի հեռանկարներին եւ նշել. «Մենք գիտակցում ենք, որ ինտեգրացիոն գործընթացները մեծ ջանքեր են պահանջելու եւ պետք է դրա համար օգտագործել համագործակցության ներուժը բոլոր հնարավոր ձեւաչափերում»:

ՌԴ ԴԺ Պետական դումայի ԱՊՀ գործերով, եվրասիական ինտեգրման եւ հայրենակիցների հետ կապերի կոմիտեի նախագահ Լեոնիդ Սլուցկին ընդգծել է, որ երկու հանձնաժողովները ծավալուն աշխատանք են կատարել արդեն իսկ անցկացված երկու համատեղ նիստերի ընթացքում: Նա կարեւորել է միջազգային հարթակներում համագործակցությունը եւ երկկողմ հանդիպումներն առավել պարբերական դարձնելը:

«Տնտեսական համագործակցության եւ զարգացման հեռանկարները Եվրասիական տնտեսական միության շրջանակներում» թեմայի վերաբերյալ ելույթ են ունեցել ՀՀ էկոնոմիկայի փոխնախարար Էմիլ Տարասյանը, ՌԴ ԴԺ ԱՊՀ գործերով, եվրասիական ինտեգրման եւ հայրենակիցների հետ կապերի կոմիտեի անդամ Վասիլի Լիխաչովը եւ Եվրասիական տնտեսական միության Կոլեգիայի անդամ Կարինե Մինասյանը:

Էմիլ Տարասյանը ներկայացրել է այն փոփոխությունները եւ լրացումները, որոնք կատարվել են ՀՀ օրենսդրությունում՝ նպատակ ունենալով այն համապատասխանեցնելու ԵՏՄ-ի պայմանագրի պահանջներին: Վասիլի Լիխաչովի գնահատմամբ՝ Եվրասիական տնտեսական միությունը նախատեսում է ազգային ինքնիշխանության ամրապնդում եւ ազգային տնտեսությունների զարգացում: Պարոն Լիխաչովը կարեւորել է ԵՏՄ շրջանակներում խորհրդարանական համագործակցության ակտիվացումը:

Նա առաջարկել է հայ եւ ռուս խորհրդարանականներին մշակել եւ միջազգային հարթակներում ներկայացնել Եվրասիական տնտեսական միության գաղափարախոսությունը եւ դրանով նպաստել նաեւ ԵՏՄ-ի ու ԵՄ-ի միջեւ երկխոսությանը: Կարինե Մինասյանը ներկայացրել է այն ուղղությունները, որոնք պետք է զարգացնել ԵՏՄ շրջանակներում համագործակցությունն ավելի արդյունավետ եւ բազմակողմանի հիմքերի վրա դնելու համար:

Մտքերի փոխանակության ընթացքում հայ եւ ռուս պատգամավորները խոսել են ԵՏՄ պայմանագրին Հայաստանի միանալու առանձնահատկություններից, ինտեգրման ուղղությամբ իրականացված աշխատանքներից, խնդիրներից ու մարտահրավերներից:
