Տարիներ շարունակ ձևավորված ավանդույթի համաձայն, ընդդիմադիր ուժերը ամեն տարի կանխատեսում են կամ խոստանում են ապահովել այսպես կոչված «քաղաքական թեժ աշուն»:
Թե նման խոստումներ տվողները ինչ են հասկանում դրա տակ՝ առանձին հոդվածի թեմա է, իսկ այստեղ փորձենք անդրադառնալ Հայաստանի ներկայիս ներքաղաքական վիճակին:
«Քառյակը» ներկայացնող ուժերը գարնանը ներկայացրին իշխանություններին ուղղված 12 պահանջներ: Մի կողմ դնելով այն հանգամանքը, որ այդ պահանջները հիմնականում միտված չէին ժողովրդական լայն զանգվածների առջև ծառացած խնդիրների լուծմանը, փաստենք, որ թեև մինչև սեպտեմբերի 30-ը դեռ ժամանակ կա, սակայն, դատելով ամենից, իշխանությունները ոչ միայն չեն շտապում կատարել այդ պահանջները՝ գուցե 1-2 բացառությամբ, այլև անգամ այդպիսի պատրաստակամություն հայտնել չեն պատրաստվում:
Ու եթե իրադարձություններն այդպես էլ զարգանան, ապա քառյակը կունենա հետագա անելիքների մի քանի տարբերակ, որոնցից յուրաքանչյուրը կյանքի կոչելու մեկնարկային կետ պետք է դառնա սեպտեմբերի 30-ին նախատեսված հանրահավաքը:
Տարբերակ առաջին. Հայտարարել, որ դժգոհ են կառավարության գործունեությունից և պահանջել վարչապետի և կառավարության հրաժարականը:
Անկախ այս հարցին առնչվող ոչ քաղաքական հանգամանքներից, հարկ է արձանագրել, որ հարցի վերաբերյալ քառյակի մաս կազմող ուժերի տեսակետները չեն համընկնում՝ մասնավորապես, ԲՀԿ-ն հարցին առայժմ պարզապես չի անդրադառնում, մինչդեռ մյուս ուժերը հակված են նոր կառավարության գործունեությունը արդեն իսկ ձախողված համարելու:
Տարբերակ երկրորդ. Հայտարարել, որ կողմնակից է ամբողջական իշխանափոխությանը: Իսկ այդպիսին չի կարող լինել առանց Նախագահի հրաժարականի պահանջ ներկայացնելու:
Այս տարբերակը նույնպես, ինչպես ասում են, խնդրահարույց է: Բանն այն է, որ գոնե ԲՀԿ-ն և ՀՅԴ-ն բացեիբաց նման պահանջով հանդես չեն գալիս: Հավանական է, որ սա առնչություն ունի Ռոբերտ Քոչարյանի վերադառնալ-չվերադառնալու խնդրի հետ, ուստիև շտապողականություն ցուցաբերելու կարիք չի զգացվում: Ճիշտ է, չի բացառվում, որ այդ ուժերը չհրաժարվեին կոալիցիայում ներգրավվելուց, սակայն նման առաջարկ իրենց, գոնե տեսանելի ապագայում, չի արվի: Ավելին՝ ՀՅԴ 2 երևելի գործիչներ այժմ պաշտոնավարում են դիվանագիտական ասպարեզում:
Տարբերակ երրորդ. Փորձել հրահրել խորհրդարանական ճգնաժամ և այդ նպատակով չսահմանափակվել այս կամ այն օրինագծի քվեարկությունը տապալելով, այլև վայր դնել մանդատները:
Ներկա դրությամբ քառյակն ունի 52-53 մանդատ: Քիչ չէ, բայց նախընտրելի որոշումներն անցկացնելու համար ևս բավարար չէ: Ու այդ առումով այդ մանդատներից հրաժարվելը Ազգային ժողովին չի զրկի որոշումների ընդունման հնարավորությունից, ուստիև խորհրդարանական ճգնաժամը չի կայանա: Ավելին՝ չկա որևէ երաշխիք, որ գործող պատգամավորների՝ մանդատից հրաժարվելու դեպքում համամասնական ընտրացուցակներում նրանց հաջորդողները ևս վայր կդնեն մանդատները: Իսկ հուլիսի 1-ից ուժի մեջ մտած «Պետական պաշտոնատար անձանց սոցիալական երաշխիքների մասին» օրենքը դարձավ մի լրացուցիչ զսպող գործոն մանդատները վայր դնել ցանկացողների համար: Բանն այն է, որ գոնե մեկ սահմանադրական ժամկետ չպաշտոնավարած պատգամավորները զրկվում են բարձր կենսաթոշակ ստանալու իրավունքից:
Սակայն այս բոլորից բացի, առկա է մի կարևոր հանգամանք՝ մանդատները վայր դնելու պարագայում գոնե պետք է փորձել գործընթացները տեղափոխել փողոց, սակայն ժողովրդի շրջանում չորս ուժերից և ոչ մեկը չունի համապատասխան գործընթացներ առաջնորդելու համար բավարար վարկանիշ:
Այսպիսով, շատ հնարավոր է, որ «թեժ» աշունն այդպես էլ չի թեժանա....
